Tender Description
This Request for Tender (RFT) seeks suitably qualified and experienced providers to deliver specialist financial management services to the Shire of Halls Creek.
The RFT is structured into three service Lots, allowing tenderers to submit for one or more Lots based on their capabilities and expertise. The Shire’s preference is for a single provider capable of delivering all Lots under an integrated financial services model to ensure consistency, efficiency, and long-term value for money.
Expected Term: Initial period of three (3) years, with two (2) optional one-year extensions (3 + 1 + 1).
Location: Services may be delivered remotely, however periodic on-site attendance in Halls Creek, Western Australia, will be required for key activities such as audits, reviews, and staff training.
Lots and Scope
Lot 1 – Operational Financial Services
- Day-to-day financial management, including:
- BAS and FBT preparation and lodgement
- Month-end reconciliations, journals, accruals, and budget expenditure reporting
- Preparation of Council financial reports, including variance and audit committee reporting
- Maintenance of rating database and stock management
- Support to business units, insurance management, and delegation registers
- Oversight of the finance team and procedural improvement
Lot 2 – Corporate Financial Services
- Strategic and corporate-level financial management, including:
- Annual and mid-year budget preparation and review
- Annual reporting, audit coordination, and grant acquittals
- Asset register and depreciation management
- Financial improvement planning and budget amendments
- Synergy system management and financial compliance reporting
Lot 3 – Payroll Services
- Comprehensive payroll management, including:
- End-to-end payroll processing and reconciliations
- Leave, timesheet, and superannuation compliance
- Monthly reporting, payroll audits, and staff training
