Modular Classrooms Program - Supplier Panel RFT

The Victorian School Building Authority (VSBA), as Principal, is establishing a Supplier Panel for the Modular Classrooms Program (MCP) for the period 2026–2031. The MCP provides prefabricated modular buildings to Victorian government schools to support enrolment growth, emergency replacement of damaged facilities, and temporary accommodation during capital works, and manages a fleet of more than 7,000 buildings across 1,500 sites.

Through this RFT, the VSBA is seeking suitably qualified Contractors for appointment to a multi-supplier Panel to deliver all modular building workstreams under individual Works Orders. Service categories include fabrication, storage, logistics, transportation and cranage, installation and commissioning, refurbishment, modification, transfer, relocation, removal, disposal, and associated site and ancillary works. Contractors are required to deliver modular solutions ranging from single-module units to multi-module configurations of up to 15 modules.

Panel members will be engaged on a non-exclusive basis with no guaranteed volume. All services must comply with the Contract, the General Conditions, MCP technical requirements, and all relevant legislative and policy obligations, including WHS, Local Jobs First, the Social Procurement Framework, environmental compliance, and audit requirements. Forecast program activity is indicative only; for example, demand in 2025–26 is expected to be approximately 280 modular building transfers, with actual annual volumes over the 2026–2031 Panel term varying in line with program priorities.
