The Department of Home Affairs (Home Affairs) oversees a broad portfolio, including national security, law enforcement, emergency management, border protection, immigration, refugee and citizenship matters, transport security, and multicultural affairs. The department operates at the intersection of complex policy, operational, and intelligence responsibilities, requiring a coordinated approach across these diverse functions. The department’s adoption of Artificial Intelligence (AI) can transform its operations and mission delivery. To ensure compliance, security, and alignment with APS policies, the adoption of this fast-evolving technology must be supported by strong governance frameworks.
In addition to adopting AI, Home Affairs also needs to develop a high degree of ‘AI awareness’ so that it recognises and responds to the rapid adoption and use of AI by individuals and entities outside the Department and the implications of this for the department’s operating environment. This includes the use of AI across other parts of government, by individuals and clients interacting with the department, by consultants and contractors and by adversaries.
Home Affairs aims to establish a flexible AI governance framework. In relation to AI use and adoption, this should be grounded in best practice, supported by policies and guidelines to ensure the effective management, security, quality, transparency, explainability and compliance of AI systems throughout their lifecycle, from development or deployment to decommissioning. The framework must address data requirements and data management aspects to enable the successful adoption of AI adoption across the organisation, which will result in a Data and AI Governance Framework as an outcome.
In relation to recognising and responding to AI use in the department’s external operating environment, policies, guidelines and governance should position the department to identify opportunities and threats, and support timely responses across the department.
In May 2025, Home Affairs engaged Black Mountain AI (BMAI) to update and expand the Department’s AI Strategy (January 2025 version) aligning it closely with the HA’s 10 Year Technology Plan, as well as to deliver a draft of the AI Governance Framework. Both documents were delivered by 14 July; the AI Strategy document was comprehensively consulted on across the department.
Home Affairs intends to build on the initial short engagement with BMAI and use their expertise to align the AI Strategy document with latest developments across APS such as rapid adoption of Gen AI; new APS policies and learnings about the importance of building AI skills and critical thinking capability across all parts of an organisation. The AI Governance Framework will need to be further developed to comprehensively cover a path to increased data maturity as per DTA’s Maturity Framework ensuring that approach to the data includes a plan on how to ensure that the departmental data is ‘AI ready’ at a minimum data resulting in a Data and AI Governance Framework. This Data and AI Governance Framework will need to illustrate integral linkage between data and its quality and effectiveness of any AI models.
The Strategy and framework should have regard to the constrained fiscal outlook and likelihood that the Department will be seeking to implement the Strategy and framework with current or reduced resources.
