Tender Description

Accuraco as the Project Manager representing Barwon Coast Committee (BCC) and Bancoora Surf Life Saving Club (BSLSC), is inviting suitably qualified and highly experienced Contractors, to provide an expression of interest (EOI) for the position of Head Building Contractor for the Bancoora Surf Club Development.

Accuraco is proposing that the engagement of the Contractor will follow the key stages listed below:

1. From this EOI, select a shortlist of suitable Contractors to proceed to the Request for Tender (RFT) process.

2. Undertake the RFT over the period of November-December 2025 with a view of engaging a Contractor by February 2026.

3. Works to commence immediately on the project following contract execution.

This document provides general information about the project requirements, the form of contract and sets out the requirements for EOI submissions by organisations interested in providing the service. Background

As demand for beach access, surf club facilities, member services (e.g., Nipper programs) and increased beach surveillance and patrols to provide a safe swimming environment are expected to accelerate, it has placed an increased stress on existing facilities and the fragile coastal environment. Following discussions with DEECA and the City of Greater Geelong (CoGG), it is clear that a club development is required to manage the impact of this growth on Bancoora Beach and its environment.

Following a review of the site and its surrounding, the project will involve building works that are to be limited to the existing footprint of the Clubrooms, adjoining concrete slab and public toilet facility. Native vegetation, flora and fauna biodiversity, and cultural heritage issues will restrict expansion beyond the existing disturbed footprint even though the clubroom site holds the same crown land reserve classification as its surroundings.

Part of the project includes a construction of a second storey. This will significantly improve the ability to run training and education programs at Bancoora SLSC.

Project completion will position the club to:

  • To become a more inclusive club, physically, socially and culturally.
  •  To educate the community regarding ocean safety, surf lifesaving, the natural environment and cultural heritage.
  •  To attract new members and volunteers to resource increased demand for its community services.
  •  To provide enhanced training programs and community use of facilities year-round.
