Tender Description

Purpose

The purpose of this project is to quantify recent trends in temporary traffic management (TTM) costs, and determine the underlying causes of these trends. Depending on the results of this analysis, the project may also identify opportunities to improve Temporary Traffic Management and guidance.

Scope

This project will:

  • Strategically analyse the cost structure of temporary traffic management (TTM) to isolate key cost drivers and establish an historic baseline for escalation.
  • Focus on preparing two detailed case studies to compare trends, specifications, and reporting practices.
    • Confirmed data sources: Transurban, NZTA. Additional member contributions will be sought, if unavailable, analysis will be limited to these case studies.
  • Identify the components of cost escalation attributable to fixed inputs (for example, labour (rates day and night) and fleet).
  • Assess the extent to which procurement models, specification changes and risk-based approaches influence costs.
  • Provide evidence to inform potential projects

Deliverables

This project will produce the following deliverables:

  • An interim PowerPoint document to the Austroads Network Task Force on the results of the analysis of trends in TTM costs (to be delivered in person if required or by video conference);
  • A concise internal report to the Austroads Board that includes the following:
    • A summary of the results of the analysis of trends in TTM costs
    • An explanation of the limitations of the analysis
  • A final PowerPoint document to the Austroads Network Task Force on the final report (to be delivered in person if required or by video conference);
  • A short, external communique summarising the results of the analysis for a wider audience; and
  • Data Management Plan
  • Project data with populated metadata spreadsheet [if applicable]
