Tender Description
Purpose
Austroads seeks responses from appropriately experienced service providers to:
- modernise Chapter 6 - Systems and Procedures for Arterial Traffic Control (Traffic Signals) of the Guide to Traffic Management (AGTM) Part 9; and
- embed Safe System and performance‑based concepts, cater for contemporary Intelligent Transport Systems, and reduce reliance on jurisdiction‑specific supplements.
Objective:
The objective/s of this project are to: Align Chapter 6 and supporting artefacts with current technology, policy intent, and good practice across Australia and New Zealand, including:
- Provide clear, nationally consistent guidance that improves network operations, safety, and efficiency for all road users.
- Develop an agreed glossary and definitions for facilities, displays, timings and detection, with jurisdictional notes where required.
- Provide guidance on operational methods with respect to the technologies.
- If appropriate, supply practitioners with practical tools (for example worked examples, checklists and diagrams) that minimise the need for jurisdictional supplements.

3c. stakeholder engagement summary report
4. Draft restructured Chapter 6, appendices, checklists and commentaries
5. Revised draft after stakeholder review
6. Final formatted AGTM Part 9 update
6a. A concise final report to the Austroads Project Manager and the Network Taskforce that includes:
6.a.i an executive summary of findings and recommendations
6.a.ii clean replacement text for Chapter 6 and associated appendicie, checklists and commentaries
6.a.iii a tracked‑changes (redline) version of all revised content
6.a.iv implementation guidance, including transition considerations and jurisdictional implications
6.a.v a summary of stakeholder engagement and how feedback was addressed
6.a.vi references and a glossary of key terms
6.b. A webinar package
6.c. Project data with populated metadata spreadsheet
