Harrington Road – Key Worker & Affordable Housing Project

The purpose of this Expression of Interest (EOI) is to identify and engage a qualified Key Worker and Affordable Housing Partner (KWAAHP)—which may include investors, consortia, or not-for-profit entities such as Community Housing Providers—with the capability to deliver and/or manage modular, innovative housing solutions. The Harrington Road Key Worker and Affordable Housing Project holds planning approval under Clause 53.23 of the Warrnambool Planning Scheme (Permit No. PA2503825), issued by the Minister for Planning through the Department of Transport and Planning on 8 October 2025. This approval establishes a clear planning pathway for modular development on Council-owned land and provides the foundation for the project’s next stage of delivery.

This initiative seeks to support the development of housing specifically for key workers who are vital to Warrnambool’s economic and social infrastructure, including sectors such as healthcare, education, aged care, hospitality, construction, retail, manufacturing, and emergency services. In addition, the project aims to increase the supply of affordable housing in Warrnambool, defined for this purpose as rental accommodation priced at or below 75% of the median market rate, in accordance with Homes Victoria’s Affordable Housing Scheme. Social and public housing are excluded from this scope.
