Portland Community Recreation Review

Glenelg Shire Council is currently developing a long-term strategy for the provision of sporting and recreation facilities in Portland. The strategy will respond to growing infrastructure challenges, including ageing key facilities, with a view to identify sustainable, inclusive, and strategically aligned solutions. The works completed under this RFQ will consolidate all existing strategic, usage and condition data and documentation relating to recreation reserves and sporting facilities in Portland and provide a needs assessment and demand analysis.

SCOPE OF WORKS

The following details the Scope for provision of these works.

Glenelg Shire Council is seeking to engage a suitably qualified and experienced consultant to complete a Portland Community Recreation Review and provide a report of findings.

To complete these works the successful respondent will need to complete the following Services, as a minimum:

1 Review existing plans and documentation:

a. Review and summarise existing documentation as listed or referenced in Appendix 1. These documents include the Council and Wellbeing Plan 2025- 2029, recreation master plans and precinct strategies, feasibility studies, concept plans, asset condition assessments and maintenance data.

b. Identify and document any gaps in the data provided.

2 Review reserve and facility data

a. Identify all key sport and recreation reserves and facilities in Portland and summarise current use, condition, functionality and compliance with regulatory requirements and standards.

b. Identify any gaps in data (e.g., missing condition reports, outdated usage data).

c. Provide a tabulated summary of facility information and strategic references.

d. Where information has been referenced in the summary that has not been provided by Council, a copy of the referenced documentation/ information shall be provided with the summary.

e. For note, all documentation completed and/ or provided as part of this work must include referencing to the source documentation and/ or information provided, including references to Council documentation or other sources.

3 Provide a Community Recreation Review to include:

a. A needs assessment and demand analysis for sport and recreation in Portland.

b. Include consideration to meeting regional requirements that are not currently being met.

c. Assess infrastructure provision options, including but not limited to,:

    i. Single or multi-site multipurpose use options (which may or may not retain existing assets)

    ii. Redevelopment, upgrade or rationalisation of existing sites

    iii. ‘Do nothing’ or minimal intervention options

For Note: Where “Gaps” have been identified as per the Scope above the successful tenderer is to either:

a) Provide assumptions based on appropriate data to form the report and/or;

b) Provide a quotation for variation as per the schedule of rates for discussion/ approval.
