RMIT is a world leader in Art and Design; Architecture; Education; Engineering; Development; Computer Science and Information Systems; Business and Management; and Communication and Media Studies. RMIT Online was formed in 2016 to consolidate and grow the university’s online higher education segment.
BACKGROUND TO THIS REQUEST
In line with RMIT Knowledge with Action Direction 1 – Learning Through Life & Work Goal 1 – Build a coherent, connected lifelong learning system, RMIT Online will support the broader RMIT Group in expanding offerings for professional learners across online and face‑to‑face, award and non‑award contexts. RMIT Online will play a managing role in prioritising and developing non‑award learning opportunities and partnering with RMIT Colleges and external organisations to design tailored learning solutions. This approach facilitates coordinated course development, leveraging a course design panel to enhance consistency, speed to market and fit-for-purpose outcomes for learners and partners.
To meet forecast demand, RMIT Online intends to establish a Course Design Partners panel that consists of pre-qualified organisations vetted for course design or other related services under a Panel Agreement that covers the following:
- Undergraduate and Postgraduate Accredited Programs / Courses (including refreshes)
- Future Skills Short Courses (including refreshes)
- B2B/B2G bespoke course builds through RMIT and RMIT Online Workforce Development Teams
Scope of Services
RMIT Online intends to establish a panel of online course design organisations that specialise in creating engaging and effective learning experiences and training materials for businesses and organisations. Panel members will develop customised solutions, including online learning, and hybrid/blended learning, often leveraging pedagogical theories and innovative tools like gamification to improve employee skills and achieve organisational goals. The Panel’s focus will be on Course Design and Development, with education consulting and platform services as Nice To Haves.
Panel members will be expected to be able to provide full Course Design Services, including all the elements needed to deliver a ready-to-launch course for students – this includes learning design, visual/creative design, media production, editorial, LMS Canvas build. This is noting that RMIT Online may call upon panel members to do any part of the following scenarios:
- Full Development Accredited Course (UG/PG)
- Full development Future Skills / Short / Non-award Course / Micro-credential
- Course Refresh Accredited Course (UG/PG)
- Course Refresh Future Skills / Short / Non-award Course / Micro-credential

RMIT Online has outlined typical timelines for full course builds and refreshes; respondents are encouraged to describe how their delivery and project management approach provides strategic and operational benefits, including efficiencies or accelerated timelines.
Diversity in subject matter expertise amongst the panel members will be necessary to cover all possible requirements; RMIT Online also understands that providers will likely have different strengths i.e. some will be good at building complex courses while others will excel at shorter form learning. As a result, respondents to this EOI should elaborate on their subject matter expertise, disciplinary knowledge, geographical knowledge span (noting different jurisdictions have different requirements and expectations), strengths, e.g. target audiences of the services they offer (e.g. B2B) and any additional services that they believe can add value to RMIT.
