Tender Description

Coliban Water is seeking Expressions of Interest inviting suitable qualified and experienced organisations to participate in an Expression of Interest for the O&M Outsource Program. Established to implement the Target Operating Model (TOM) by procuring the external service arrangements required to support Coliban Water’s future operating environment from 2027 onwards. The program translates the TOM’s strategic intent into a structured procurement process that will secure contemporary, fit-for-purpose O&M contracts aligned with Coliban Water’s expectations for performance, risk transfer, value for money and customer outcomes.

This pivotal business transformation program represented by the ‘Coliban of the Future’ vision as outlined in our Annual Report, which encompasses the Big Water Build and a new Target Operating Model (TOM).

The TOM includes outsourcing of operations and maintenance (O&M) of certain assets which aligns with the upcoming expiry of key long-term service contracts. The O&M Outsourced Services Program will contribute to supporting Coliban Waters Strategy 'dhelk gatjin dhelk balak' and our strategic goals:

• A trusted utility

• Business Sustainability

Coliban Water's outsourced Operations and Maintenance strategy includes Operations and Maintenance (O&M) Services for 16 Water Treatment Plants, and Water and Sewer Networks. This includes 2,400 km of water mains, 2100km of sewer mains, 76 water pump stations and ~188 sewer pump stations.

Of note, under the program, maintenance of the ~ 82,500 water connections and ~ 75,000 sewerage connections will be undertaken by Coliban Water directly.
