Opportunity requirements

Tenders are invited from suitably qualified contractors who are members of the TfNSW Technical Services Registration Scheme to undertake concept design and environmental assessment services.

This proposal is being fast tracked as part of the Premier’s Priority project list. The Proposal program is condensed and challenging, and consequentially all contractors and subcontractors are expected to provide appropriate numbers of qualified and experienced resources so that contract services and deliverables are provided on time, while still maintaining the quality expected by Transport for NSW (TfNSW).

Additional information on the Project is available in the attached Request for Tender (RFT) suite of documents.

The mandatory requirements of this tender are as follows:

1. Full acceptance of the terms and conditions of the Professional Services Contract – Level 3 (Construction Industry).

2. Participation in the RFT process is open to all companies (or combination of companies) registered in all of the following categories of the Technical Services Registration Scheme (SCM8661) at the time of the RFT release:

- Standard Road Design

- Standard Bridge Design

- Environmental Impact Assessment Project Review of Environmental Factors (REF)

3. Attendance at the Pre-tender Briefing to be held at 11am (AEDT) on Wednesday, 22 October 2025 via Microsoft Teams.

Prospective Tenderers will need to complete, sign and return the confidentiality deed (in accordance with the instructions in that deed) prior to being given the Pre-tender Briefing invite and password to access the RFT documents. Confidentiality Deed Polls must be returned no later than 4pm, Tuesday, 21 October 2025.

The Confidentiality deed is to be signed under Section 127 or under Section 126 which requires submitted evidence of the nominated signatory having been granted authority by the company to execute the contract on the company's behalf.

Please return to the contact officers’ email at RegionalProcurement@transport.nsw.gov.au where you will be given the Pre-tender briefing invite, password to access the RFT documents on Buy NSW and a zip file of Appendices to the Services Brief via Kiteworks within one business day.

All tenderers must comply with the Transport Statement of Business Ethics through the procurement process and any subsequent contract period.
