Professional Service for Trade Waste Cost to Service Review

All Goulburn Valley Water Contractors who tender for work with a total of 100k or more will be required to have a third party certified safety system e.g. AS/NZS 4801:2001

Brief Scope of Works:

The purpose of this Request for Tender (RFT) is to engage a consultant to conduct a review of GVW’s costing and charging arrangements for the management of liquid Trade Waste discharges from Commercial and Industrial (C&I) customers.

GVW are seeking to ensure that our C&I Trade Waste charging approach:

•  Is reflective of the cost to service for trade waste discharge,
•  Is transparent and defensible,
• Is logical and evidence based,
•  Is fair and equitable across our customer base,
•  Is easy to understand and administer, and
• Meets regulatory requirements.

This consultancy is to be delivered in two stages:

• Stage 1 will establish the actual cost to service for trade waste discharge for C&I customers and the extent to which revenue recovery from the current trade waste framework (comprising tariff structure, customer categorisation and Business Customer Augmentation Payment Policy) reflects the cost to service.
•  Stage 2 will assess the current trade waste framework against potential alternative models.
