Development Victoria / AFL Joint Venture, 140-160 Harbour Esplanade

Dear Bidder,

Development Victoria and the Australian Football League (AFL) as 50/50 members of a Joint Venture (JV) are seeking responses to this Expressions of Interest (EOI) for the Harbour Esplanade (Harbour Esp.) Precinct, relating to the acquisition of a long-term leasehold interest (expiring in 2202) of the sites known as 140 and 160 Harbour Esplanade.

This EOI seeks to assess the ability of suitably experienced prospective Bidders to acquire and develop the Precinct in line with the JV’s overarching vision and objectives and enter into a long-term development partnership with the JV (through the form of a Development Agreement across both sites).

Briefings

Harbour Esp. Bidder Briefings

A briefing session will be held at 140-160 Harbour Esplanade, Docklands, Victoria, Australia, 3008 on 27 October 2025 05:00 pm.

Notes: During the EOI Stage, Bidders will be provided the opportunity to attend one of two project briefing sessions outlining key project vision and objectives, timelines, and JV expectations, ensuring all participants were aligned on strategic priorities. This process will provided Bidders the opportunity for open dialogue with the JV, clarifying roles and addressing initial questions before EOI submission. Registered Bidders will be provided an agenda ahead of the briefing sessions, scheduled between 13 October 2025 and 27 October 2025.Please refer to the EOI documentation.
