Tender Description
Purpose
1. The purpose of the Specification is to detail the minimum requirements for centrifuge maintenance for Central Highlands Regional Council Water Utilities Department.
2. This Specification must be read in conjunction with the Council Goods and Services Contract and the Water Utilities – General Specification which outlines all general requirements for works being conducted for the Utilities Department on utilities infrastructure.
3. The Contractor must adhere to these requirements unless agreed otherwise in writing by Council during acceptance of the offer.
Scope
1. The services described in this Specification are referred to as the Works in this Specification.
2. This Specification provides the requirements for:
a. Application for Permit to Work (2) weeks in advance of undertaking works
b. Centrifuge maintenance requirements
c. Provide service report, defects report and site photo’s
Relevant Contract
1. The Works will be performed under Council’s Goods and Services Contract.
2. All work shall be completed in accordance with the Goods and Services Contract as well as the requirements outlined in the Water Utilities – General Specification and this Water Utilities – Centrifuge Maintenance Specification.
Mandatory Requirements
1. The Contractor and their staff must be trade qualified mechanical fitter or undergone suitable competency training.
2. Must comply with all current occupational health and safety legislation.
Scope of Work for Contractor
1. The Works comprise the supply of suitably qualified contractor to perform centrifuge maintenance on the East Nogoa Water Treatment Plant sludge dewatering centrifuges (2 off) located in Emerald in Rivergum Drive.
2. The Contractor must:
a. Be qualified to undertake the necessary centrifuge maintenance.
b. Staff attending site must be inducted to site and registered in Council’s Linksafe system and load relevant trade and safety qualifications into Linksafe.
c. Review all information made available by Council relating to the asset.
d. Perform the following maintenance on the Andritz Model D4 LC 30CHP, Drive – 30kW Bowl
ii. Undertake Emergency Repairs
• Site attendance and undertake emergency repairs within seven-days
iii. Centrifuge Optimisation
• Review solids content and centrate and optimize unit performance to ensure cake dryness is optimised
iv. Reporting
e. One unit must be operational at all times.
f. Site cleanup and disposal of debris or replaced parts on completion of works.
g. Note that the tasks above may be changed over the term of the maintenance contract as agreed between Council and the successful Contractor and this may require a price adjustment of the quoted rates if task frequency is increased or decreased.
Project Specific Quality Management
1. Quality Inspection and Hold Points as per the General Technical Specification and including the following additional Inspection, Hold or Witness Points
Reporting
1. The Contractor shall provide a written service report on completion of the works detailing the extent of the work completed and provide a separate defect report noting asset condition and any defects with recommendations on remedial works required to rectify the defect. Reports must be submitted to the maintenance email

2. Service reports must be submitted within 2 weeks of completion of the services.
Invoicing
1. The Contractor shall submit invoices within 4 weeks of completion of the works and only after service reports have been submitted and include the work order number (s) that were provided by Council for the specific calibration event.
