Tender Description
You are invited to submit a tender in response to this Request for Tender (RFT) to establish the Defence Capability Support Panel (DCSP). The DCSP will incorporate suitable skills currently being delivered to Defence under the Defence Support Services Panel (SON3485107), Negotiation Services Standing Offer Panel (SON3389328), Security Services Standing Offer Panel (SON3641973), Simulation Support Panel (SON3412268) and Language Training Services Standing Offer Panel (SON3604481).
The Department of Defence is seeking a broad range of professional services to support the acquisition and sustainment of Defence capability programs and projects. Other Australian Government agencies may also procure services from the DCSP to meet their needs.
Defence specific service categories to be included in the DCSP are:
• Engineering and Technical Services;
• Materiel Logistics Services;
• Digital Engineering Services;
• Defence Capability Services; and
• Defence Security Services.
This RFT has been prepared utilising the ASDEFCON (Standing Offer for Services) template, with material amendments to the template. You should ensure that you read and understand the specific requirements of this RFT, including the exercise of independent skill and judgement in reading and understanding this RFT and in preparing your tender response.
The RFT pack comprises:
• Cover Letter;
• Conditions of Tender (including the Tender Details schedule) and annexes;
• draft Conditions of Deed and attachments; and
• Tender Response Questionnaire as available in the 360 Public Portal.
Other Instructions:
An industry briefing will be conducted online on 06 November 2025, from 10:00am to 1:00pm (ACT local time).
Tenderers wishing to attend the briefing must complete and submit the Industry Briefing Registration Form, included in the RFT Pack and 360 Public Portal.
A completed Industry Briefing Registration Form must be submitted to dcs.panel@defence.gov.au by no later than 5pm (ACT local time) on 31 October 2025 in order to receive a weblink to access the briefing.
Tenderers will not be able to ask questions during the industry briefing. However, tenderers may submit questions in accordance with clause 2.3 before or after the industry briefing. Where appropriate, the Commonwealth will seek to answer questions received prior to the industry briefing either during the briefing or otherwise in accordance with clause 2.3.
Following the briefing, Defence intends to provide a recording of the briefing and a copy of the presentation as an addendum through the 360 Public Portal and AusTender.
