Tenderers are invited to deliver packages relating to the management of delivery phase project issues (including commercial and delivery) for Western Harbour Tunnel.

Project goals

Transport for NSW (Transport) is delivering Western Harbour Tunnel under an Incentivised Target Cost Contract Structure which means that Transport, as principal, is exposed to cost overrun risk to deliver the project. Expert advice is required to achieve deliverables and support managing complex and moderately complex project issues.

Scope

Tenders are invited to deliver two professional services packages relating to the management of project issues during the delivery phase of Western Harbour Tunnel: Package 1 requires resource(s) to achieve deliverables providing strategic advice and implementation direction and support for managing complex project issues (including commercial and delivery), disputes, and risk allocation; assisting with project issue resolution, mediation. Package 2 requires resource(s) providing support for managing moderately complex project issues (including commercial and delivery), disputes, and risk allocation.

To successfully participate in the tender process for this project, tenderers:

Below are the first phase minimum requirements:

Execute the Confidentiality Deed Poll in favour of the Western Harbour Tunnel Project (to the satisfaction of Transport for NSW) and must return to TfNSW via james.xu@transport.nsw.gov.au by 3:00pm (AEST) date, 3rd October, 2025.

Provide evidence of the Tenderer’s proposed personnel have a minimum level of demonstrated delivery experience in Incentivised Target Cost Contracts or similar for Public Transport Projects of greater than two years.

Provide a statement that the Tenderer’s proposed personnel is available up to 3.5 days a week for Package 1 and/or Package 2 from Contract Award (estimated ~late October/early November 2025) to April 2027.
