Tender Description

This Tender is invited by the Issuer.

The Australian Public Service (APS) Academy is seeking a partner to collaborate with the Graduate and Leadership Development team in the design, delivery, and continuous improvement of cohort-based social learning programs that develop APS leaders and managers.

Our flagship programs include:

  1. APS Graduate Development Program – engaging over 350 graduates annually across more than 25 agencies in a shared learning journey.
  2. APS Leadership Edge – a system-wide development experience for executive level leaders to uplift leadership capability across the APS.
  3. APS Management Edge – launching in 2026, a new program for team leaders focused on core management capabilities and leading teams in contemporary APS contexts.

These programs are underpinned by three APS Academy operating principles:

  1. APS craft – grounding participants in the knowledge, skills and mindsets required to serve the government of the day and deliver outcomes for Australians.
  2. Practitioner-led learning – ensuring learning is anchored in lived APS experience, with leaders teaching leaders.
  3. Networked approach – partnering with agencies through a networked model approach which means we utilise the expertise that already exists in the APS to deliver quality learning experiences.

We are seeking a partner who can bring expertise in scalable social learning design and delivery – blending digital and in-person learning, supporting diverse cohorts, and fostering connection and collaboration at scale.

The partnership will be one of co-design and co-delivery, where your expertise in contemporary social learning design is combined with the APS Academy’s role as steward of APS learning.

The ideal partner will:

  1. Demonstrate experience in delivering large-scale, cohort-based programs for complex organisations.
  2. Provide a flexible, technology-enabled learning platform that supports engagement, moderation, community, and data-driven insights.
  3. Work with us in a partnership, committed to continuous improvement, innovation, and adaptation to APS priorities.

Through this RFQ, we aim to establish a partnership to develop flagship programs that ensure APS employees have access to engaging, relevant, and future-focused learning experiences that build leadership and management capability regardless of their level.

Responding to the RFQ

The APSC invites listed suppliers to respond to this RFQ by demonstrating they have the necessary expertise and experience to provide services as outlined in the attached Statement of Requirements document. This will include addressing the evaluation criteria, providing pricing, resumes and at least 2 referees.
