Tender Description
Purpose:
Provide advice on the current and future positioning and navigation requirements of connected and automated vehicles (CAVs), with a focus on automated vehicles (AVs) and cooperative intelligent transport systems (C-ITS), and the suitability of positioning capabilities and services (including those specific to Australia and New Zealand) to meet these requirements.
Scope:
This project will build on previous Austroads’ projects on the infrastructure needs of CAVs by providing advice on the current and future positioning and navigation requirements of AVs from SAE Levels 3-5 and C-ITS Day 1-3+ use cases.
The project also implements Action 3.5 of the 2024-27 National Connected and Automated Vehicle (CAV) Action Plan.
The project will:
- Identify the positioning and navigation technologies (in-vehicle and external to the vehicle) that AVs and C-ITS use cases use
- provide an overview of the current positioning technology market for AVs and C-ITS,
- Advise the suitability of the Australia- and New Zealand-specific unaugmented versus precise positioning capability (e.g. SouthPANOpens in new window, National Positioning Infrastructure CapabilityOpens in new window) for supporting AVs (Level 3-5) and C-ITS use cases (Day 1-3+)
- Identify the role of government (e.g., providing positioning capability) and the private sector (e.g. positioning technology/service suppliers, vehicle manufacturers) in addressing the positioning needs of AVs (Level 3-5) and C-ITS (Day 1-3+), and any implications for road agency infrastructure planning.
Deliverables:
This project will produce the following deliverables:
- Deliverable 1: Inception meeting, meeting minutes, stakeholder engagement plan with stakeholder list and questions, and project plan with detailed milestones and timeline
- Deliverable 2: Draft literature review and market research summary of no more than 30 pages – to be a separate document, not part of the main report
- Deliverable 3:
- (a) Draft stakeholder consultation outcomes summary of no more than 10 pages – to be a separate document, not part of the main report – and
- (b) Draft outline/structure of main report
- Deliverable 4: Main report – draft report chapters on parts 1 (identify technologies that AVs and C-ITS use for positioning) and 2 (overview of the positioning market for AVs and C-ITS)
- Deliverable 5: Main report – draft report chapters on parts 3 (suitability of the Australia- and New Zealand-specific positioning capability) and 4 (role of government and the private sector in addressing the positioning needs of AVs and C-ITS)
- Deliverable 6: Main report – complete draft of main report (no more than 100 pages including executive summary) for PCG review
- Deliverable 7: Main report – final draft of main report for VaT Task Force review
- Deliverable 8: Main report – final report submitted to Austroads so it can be put forward for Austroads Board endorsement and publication
- Deliverable 9: Deliver a webinar presenting project outcomes to Austroads members, project completed.
