The Rural City of Wangaratta operates a composting facility in Bowser for processing Food Organics and Garden Organics (FOGO), currently handling approximately 6,000 tonnes per annum under EPA approval for up to 12,000 TPA. Given the nature of composting operations and their potential to generate odours, Council requires an annual field odour survey to monitor and assess the extent and impact of odour emissions. This activity is essential to ensure compliance with EPA guidelines, proactively manage community concerns, and evaluate the risk of offensive odours affecting nearby sensitive receptors.

Submissions
