Tender Description

Purpose:

Austroads seeks responses from appropriately experienced service providers to explore options to better assess the alignment of transport projects with net zero objectives at the strategic stage, and to develop clear guidance to enable agencies to make these assessments.

Objective:

This project will guide members to:

  • Facilitate consideration of net zero alignment during the strategic assessment of proposed transport projects.
  • Assess the eligibility of transport infrastructure projects for sustainable finance and set targets & KPIs for the ratio of investment in net zero aligned transport infrastructure.
  • Encourage a harmonised approach to assessment of net zero alignment.

Scope:

This project will:

  • Investigate and recommend clearly defined criteria and methods to enable assessment of transport infrastructure projects’ relative alignment with net zero objectives and sustainable finance criteria, e.g. the ICMA Green Bond Principles, Australian Sustainable Finance Taxonomy and Climate Bonds Taxonomy.
  • Focus on the management of carbon emissions associated with projects over their lifecycle when in the strategic planning period equivalent to the Need and Optioneering project life stages as per BAS2080:2023 – complementing the work of Austroads project ESG6515 which is developing a carbon tool to account for carbon management in the Business Case, Design, Delivery and Operation stages (see Figure 1).
  • Consider the suitability of New Zealand Transport Agency/ Waka Kotahi’s Climate Assessment of Transport Investment (CATI) tool relative to other [existing] equivalent options as the basis of a flexible, simple and consistent methodology or tool, for use by all jurisdictions, to inform program-level investment decision making at multiple stages of program development.
  • Align with, and provide complementary guidance to, a National Decarbonising Infrastructure Policy Framework supporting whole life carbon measurement guidance being developed by the Infrastructure and Transport Ministers’ Meetings’ (ITMM) Infrastructure Decarbonisation Working Group (IDWG).
  • Similarly, be a valuable contribution to Infrastructure Australia’s assessment framework (noting the requirement (established in the Climate Change Consequential Amendments Act 2022) for Commonwealth agencies to explicitly consider and incorporate Australia’s net zero emissions target when evaluating and advising on infrastructure projects).

Deliverables:

This project will produce the following deliverables:

  • Detailed Project Plan including proposed report structure and stakeholder engagement approach
  • Project Data Management Plan
  • Project Synopsis including structure of the report and introduction
  • Research Report including the methodology and guidance
  • Concept Tool that can be used by Austroads members
  • Presentation of a webinar on the findings, with published presentational materials.
