ABOUT THE CITY OF COFFS HARBOUR:
Coffs Harbour is positioned halfway between Sydney and Brisbane. Nestled between coastal slopes of the Great Dividing Range and the 80 kilometres of golden beaches that form its boundaries Coffs Harbour has gained a reputation as a dynamic and rapidly expanding economic hub.
ABOUT THE REQUEST FOR QUOTATION (RFQ):
The City of Coffs Harbour is seeking Quotes from appropriately qualified and experienced proponents for contract CON00702 Strategic Workforce Plan - Water and Wastewater. This contract will be awarded under the City's Mini Minor Works agreement, a copy of which is supplied in the RFQ document package along with relevant drawings and specifications.
The City’s Water and Waste Group has undergone significant change over the last decade, and lost in the various restructures has been a comprehensive understanding of the operational and maintenance needs for service delivery and the resourcing required to effectively manage its risks.
The City is seeking strategic workforce plan to assist in the analysis of:
• strategic objectives and service needs.
• current approach to staffing and workforce planning.
• legal and compliance requirements.
• governance mechanisms for documentation and continuous evaluation and,
• projected future staffing, including anticipated workforce deficits and external influences on workforce supply and demand
Given the significant capital works and replacement program requirements this brief will also require the development, with Council Management, of a procurement strategy to deliver these needs and identify the workforce resources required to deliver this strategy.
SITE INSPECTION
Site inspections for this Quotation have not been formally scheduled, however they can be arranged by contacting Mr Ken Welham via his contact details on the cover page of the RFQ document.

ENQUIRIES:
RFQ enquiries should be directed to Mr Geoff Newton Project Leader Special Projects via the online forum. All enquiries must be made in the portal and the cut-off time and date for enquiries is Friday 26 September 2025 at 4.00pm AEST.
SUBMISSIONS:
Completed responses are to be submitted via electronic tender box only.
CLOSING DATE AND TIME:
Quotations close at 10.00am AEST on Wednesday 1 October 2025.
Submissions must be fully uploaded by this time as the portal cuts off at exactly 10.00am AEST. Submissions which are only partially uploaded by this time will be counted as late submissions and may not be included in the evaluation process.
The City is not bound to accept the lowest priced quote, all or any part of a quote and reserves the right to conduct the quotation process and select the successful respondent as it sees most advantageous.
City staff are unable to respond to verbal enquiries in relation to the proposal. Late, verbal, faxed or emailed submissions will not be accepted. Canvassing of City staff or councilors will render that proponent's submission ineligible for evaluation in the RFQ process.
