Tender Description
The Commonwealth of Australia, as represented by the Department of Finance (Finance), seeks to engage an accredited and registered Metering Services Provider for the provision of meters and associated metering services, including metering data, for Finance and all Commonwealth entities with sites located in the National Electricity Market (NEM).
The Services will support Australian Government Electricity Services Arrangements to be separately procured with electricity retailers and then established on a State/Territory jurisdictional basis in the NEM. The Australian Government Electricity Services Agreement requires contracted electricity retailers in the NEM to use the Metering Services Provider appointed by Finance, where metering is contestable in the relevant jurisdiction. Customer sites will be rolled in to the Australian Government Electricity Services Agreement as and when an Australian Government Electricity Services Arrangement is established in each State/Territory NEM jurisdiction, and as existing contractual arrangements expire. As metering contestability is further rolled out in other States or Territories, Finance may extend the required metering services to other jurisdictions i.e. Western Australia and the Northern Territory, as per paragraph A.A.2 of this ATM.
Services sought through this ATM include the provision, installation and maintenance of the metering installation and metering data services. The Commonwealth also requires access to a web-based portal to serve as a central point for Finance and customers to obtain energy use data. The Services must be undertaken in accordance with the relevant National Electricity Rules and regulations under the National Electricity Law.

In accordance with section A.A.2(h) of the ATM document, for reasons of confidentiality, Potential Suppliers will be required to request access to the Due Diligence Information by emailing Finance’s Contact Officer at NEMmetering@finance.gov.au. Potential Suppliers may request access to the Due Diligence Information at any time prior to the ATM Closing Time as outlined in paragraph A.A.1 of this ATM.

Timeframe for Delivery:
Services anticipated to commence on 1 November 2025 for an initial period of three years, with an option to extend for a further period (or periods) of up to three years in total, which may be taken as whole or part periods of time, and in any number or combination of time periods.
