Tender Description

As further described in Section 2.3 of the SOR, the scope of the Requirement includes:

  • Installation and maintenance of Noise Monitoring Terminals;
  • Hosted systems to collect and correlate flight track, weather, and noise data;
  • Public website for noise data; and
  • Software tools for data interrogation and environmental impact analysis.

Purpose of the RFT

Airservices seeks to engage a service provider (Service Provider) to deliver an Aircraft Noise and Flight Path Monitoring Service (NFPMS) (the Requirement).

Airservices current NFPMS contract expires in August 2026. To ensure continuity of operations, the successful Tenderer must be fully prepared to commence service delivery by this date. This includes the completion of all preparatory activities such as system integration, testing, commissioning, and any other necessary readiness tasks to ensure seamless transition and operational readiness from the commencement date.

Airservices will assess the most efficient and cost-effective delivery model, whether through a single provider or multiple providers across the nominated sectors (see 2.3.4). Airservices may elect to appoint more than one Service Providers to fulfil the Requirement (or part thereof) at its discretion.

The Service Provider may subcontract components of the Requirement however the Service Provider remains accountable for delivery of the Requirement in its entirety within its appointed sector(s).

Delivery of the Requirement should be underpinned by Commercial off the Shelf (COTS) software that is innovative, future-focused and that meets Airservices’ core business needs.

Tenderers may submit alternative approaches and methodologies that achieve the intended outcomes specified in this Statement of Requirement (SOR). Any such alternative must meet or exceed the minimum performance, compliance, and quality standards outlined in this SOR. The Tenderer must adequately demonstrate alignment with the overarching objectives of the procurement and Airservices business requirements.

The concept diagram at Figure 1 shows the current NFPMS and indicates the roles of the Service Provider and Airservices.

The Complaints and Information Management System (CIMS), including the noise complaints webform, is excluded from the scope of this Requirement. Although this service has historically been delivered by the incumbent provider of the NFPMS, Airservices will evaluate alternative options for its provision through a separate and independent process.

As further defined in Section 4, the Requirement includes:

i. Installation and maintenance of permanent NMTs at Australian airports (currently Melbourne, Adelaide, Perth, Cairns, Sydney, Canberra, Gold Coast, and Brisbane) and in the local community surrounding these airports;

ii. Installation and maintenance of temporary NMTs which allows for prompt deployment of noise monitoring to support reviews and new flight path change projects (as required);

iii. Provision of a hosted data collection subsystem which collects, processes and correlates the following information:

a. Flight track (radar) and flight plan data from Airservices’ Air Traffic Management system;

b. Automatic Terminal Information Service (weather) data; and

c. Noise data collected from deployed NMTs.

iv. Provision, hosting and maintenance of a publicly available website that displays current and historical aircraft movements and noise level readings from NMTs within Australian airport regions (currently Melbourne, Adelaide, Perth, Cairns, Sydney, Canberra, Gold Coast, Sunshine Coast, Hobart and Brisbane), along with automated reports for operations and noise data, noise abatement procedures and informational resources for the public to consume; and

v. Provision of software for Airservices to interrogate flight track and aircraft noise data, and visualise the environmental impacts of aircraft movements around airports; 

Other Instructions:

To be considered for this tender, the Tenderer must have a proven track record of providing services similar in scope and complexity to those outlined in the Statement of Requirement.

Airservices will be conducting a non-mandatory industry briefing for this procurement as specified in the RFT.
