Tender Description

VicGrid, established by the Victorian Government in 2021, is an Administrative Office in relation to the Department of Energy, Environment, and Climate Action (DEECA) and is working to make sure these changes to Victoria’s energy system deliver the safe, reliable, and affordable power Victoria needs to keep the lights on. VicGrid is actively coordinating the planning and development of Victoria’s Renewable Energy Zones (REZs) and Transmission Infrastructure to support the transition to renewable energy. From 1 November 2025, VicGrid will be established as a State Body Corporation, a separate public entity within the Victorian Public Sector.

VicGrid is seeking to engage a suitably qualified and experienced supplier to partner with to deliver holistic and proactive wellbeing coaching and support services, through delivery of an Employee Assistance Program (EAP) .

The Supplier and the EAP will need to align with VicGrid’s approach and commitment to support the psychological health and wellbeing of employees and immediate family members by encouraging them to engage early and often, supporting them to be their best at work and at home.

In addition, and at the discretion of VicGrid, access to the program (either select offerings or the full suite) will be provided to community members; access may also be provided to other external stakeholders such as delivery partners, and contractors. The Supplier must be able to support VicGrid in expanding the offering and ensuring accessibility to community members, and other stakeholders as requested. Given that VicGrid is evolving as an organisation, the requirements may change throughout the life of the contract.

It is intended that VicGrid will use an alternate name to EAP, however this is yet to be determined. The intention of changing the name is to reflect how VicGrid wants it workforce (and their immediate family members) to view engaging in support - in a preventative way to maintain wellbeing and psychological health, by intervening early when there has been a shift in wellbeing and psychological health and/or in response to an identified problem or crisis.

Whilst many of the services required of the EAP align to traditional offerings, VicGrid is seeking to partner with a supplier who, in addition to having the necessary capability and capacity, can assist with and support and align to VicGrid’s narrative, approach and commitment, in addition to offering innovative ideas and thinking, and tailored offerings. In addition, VicGrid, has a strong commitment to partner with First Peoples and ensuring we provide relevant and culturally sensitive support to all of our diverse workforce.

The EAP should also consider VicGrid’s organisational values - ‘Connect Genuinely’, ‘Explore Meaningfully’ and ‘Deliver Purposefully’ – and how these can be incorporated.

From 1 November 2025, VicGrid will have a diverse workforce of approximately 244 employees including ongoing, fixed term and contractors; it is anticipated that this will increase to approximately 400 employees by the end of 2026.

The majority of employees are centrally located in metropolitan Melbourne; a smaller proportion of employees are located in regional locations across the state, and within South Australia, Queensland and Western Australia. VicGrid employees work in a hybrid environment, working between VicGrid offices and remotely.

(2) A select tender issued to suppliers who registered and expressed interest via EOI.
