The Australian Institute of Health and Welfare (AIHW) produces authoritative and accessible information and statistics to inform and support better policy and service delivery decisions, leading to better health and wellbeing for all Australians. The key focus is on turning data into useful information and telling the broader story.
Most of this information / data is available on the main AIHW website as well as some stand-alone web sites.
This information is available to everyone visiting these websites without any restrictions. Users do not need any separate authentication login IDs or passwords to access this information.
Due to the various data privacy and ethics related aspects, there are limitations around the kind of data and details which can be made available on these public websites. AIHW is to develop and host six community data portals based on the Regional Insights for Indigenous Communities (RIFIC) website platform. Therefore, a secure data portal has been established to allow trusted, authenticated users to access curated (de-identified) information that may or may not be made public.
As per the Five Safes Framework, which AIHW has adopted, for managing data sharing and release related risks, this kind of data falls under the ‘Delivered Access’ content type. The existing content on public websites falls under ‘Open Access’ content type and content available through SRAE falls under the ‘Secure Remote Access Environment’ content type.
Project objective
The primary objective of the Community Data Portals is to enable First Nation organisations and communities to improve their decision-making capacity through access to secure locally relevant disaggregated data and information on the Closing the Gap targets, and other measures relevant to their communities. The design of each of the six community data portals will be informed through community engagement processes to determine data inclusion requirements, data priorities and design for each individual community's needs. AIHW will also provide training on how to use the dashboards for each of the communities. As of July 2025, the first of these community data portals has been developed for the Blacktown community. The objective of the ‘Authenticated Delivered Access Feature’ project (henceforth referred to in this document as: ADAF), is to deliver a technical feature to support access to data falling under the ‘Delivered Access’ content type, as per the Five Safes Framework for managing data sharing and release related risks, to authorised users with different level of access.
In scope
In scope items include:
- Building an Authenticated Delivered Access feature for six standalone Community Data Portals.
- Provision of the same core functionality and User Interface design used in the stand-alone RIFIC website.
- Allow authorised users access to statistics and data not available on the public facing websites.
- Integration with 3rd party tools including Tableau, Microsoft Power BI, and Esri ArcGIS.
- Internal stakeholder consultation and liaison (ICT BDDU)
- Discovery sessions and concept designs (ICT BDDU and Service provider)
- Development and loading of content and data into the website for the launch and subsequent updates (RIU)
- AIHW release processes, including a consultation release (ICT BDDU, RIU, WPDVU and Communications and Engagement Unit (Comms))
- Development of the website (Service provider)
- Provision of assistance for the development of interactive visualisations (WPDVU data visualisation team)
- Licensing requirement for Kentico and Tableau (WPDVU)
- Overall project management, governance and reporting, security assessment, business requirement services/documentation, user research and usability testing (ICT BDDU)
- User Acceptance Testing preparation and facilitation (ICT BDDU and RIU)
- Management of User Acceptance Testing process with internal stakeholders (ICT BDDU, RIU and WPDVU)
- Secure content hosting and access limited to authorised personnel (ICT Operations and Comms)
- Set up of new portals and ongoing maintenance support of the hosting environment and storage (ICT Operations)
- Penetration testing (ICT Security)
- Updates of Kentico, Esri ArcGIS and other relevant software when required (ICT BDDU and ICT Operations)
- Explore options for upload of external datasets by authorised users.
