The department is seeking to procure licences for Digital Assessment Tools in Mathematics and Reading for 4 years from 1 January 2026 to 31 December 2029.
Access is sought for all Victorian government schools with teachers and administrators having individual login details and students having access to the online tests via their teachers.
The Supplier will be required to provide online assessments that present questions to students within short sessions. The Supplier will provide a data reporting system to teachers for access to student results and records of growth.
The adaptive Digital Assessment Tools licenced through this procurement will be quality-assured assessment tools that teachers and schools will use as part of their planned approach to student assessment. The Digital Assessment Tools will be robust, validated, and accessible instruments that can be administered to assess learning gain within a school year
The Digital Assessment Tools will assist teachers to identify gaps, strengths and weaknesses in student learning, as well as monitor student progress over time. The procured Digital Assessment Tools will be administered by classroom teachers at the beginning of the school year, enabling teachers to use the diagnostic data to inform decisions for classroom practice and intervention. Tools will also be used at the end of the year to monitor growth but will be available to schools for use year-round. Schools will be encouraged to incorporate the use of quality assured assessment instruments into their assessment planning, which can be used to inform teaching strategies to be used for greatest impact upon learning at the local level. The Digital Assessment Tool data will complement data from the department and Victorian Curriculum and Assessment Authority’s (VCAA) own tools, such as the Insight Assessment Platform and Digital Assessment Library (DAL), as well as National Assessment Program – Literacy and Numeracy (NAPLAN) and teacher judgement data.
Further to this Supplier will provide reports twice per year to the department to monitor school use of the tools and measure system level growth.
