Tender Description

This Request for Tender (RFT) is for the provision of Trading Floor Ventilation Services at the Melbourne Markets site in Epping, Victoria.

Project Overview:

This project entails the comprehensive design, supply, installation, testing, commissioning, and handover of a mechanical ventilation system designed to significantly enhance air circulation within the Melbourne Market Authority (MMA) Trading Floor. The scope of works encompasses all necessary design documentation, procurement of materials, fabrication (where applicable), delivery to site, installation, thorough system testing and commissioning, and final handover to MMA, ensuring full compliance with all applicable regulatory standards, Australian Standards, and operational requirements.

Scope of Works:

The works include, but are not limited to, the following key technical components and adherence to relevant standards:

Big Ass Fan Systems:

• Design and Documentation: Detailed design and engineering documentation for the installation of eight (8) Big Ass Fans Power Foil X4.0 (24ft), including structural mounting details, electrical schematics, control wiring diagrams, and integration with the BMS. All design shall comply with relevant sections of the National Construction Code (NCC) and the following Australian Standards:

  • AS 1170 series (Structural Design Actions)
  • AS/NZS 3000 (Wiring Rules)
  • AS/NZS 1668.2 (The use of ventilation and air-conditioning in buildings - Part 2: Mechanical ventilation in buildings)

• Supply and Installation: Procurement and installation of eight (8) Big Ass Fans Power Foil X4.0 (24ft), including all associated components, fittings, supports, bracing, electrical connections, and integrated automatic controls. Installation shall be performed in accordance with manufacturer's specifications and relevant Australian Standards.

• Seismic Restraints: Provision and installation of seismic restraints and stays engineered and installed in strict accordance with AS 1170.4 (Earthquake actions in Australia) and any other relevant structural engineering requirements, as detailed in the structural drawings.

• Main Sub Switchboard (MSSB) and Electrical Reticulation: Supply and installation of a Main Sub Switchboard (MSSB) of appropriate rating and capacity, including all necessary cabling, cable trays, conduits, and other electrical reticulation components. All electrical work shall comply with AS/NZS 3000 (Wiring Rules), AS/NZS 3008.1 (Electrical installations - Selection of cables), and other relevant electrical standards, ensuring a neat, safe, and workmanlike finish.

• Power Supply Connection and Circuit Breakers: Establishment of a secure and compliant power supply connection from the Warehouse main switchboard to the newly installed MSSB and the fan systems. This includes the supply and installation of appropriately rated new circuit breakers at a location to be mutually agreed upon with Melbourne Market Authority (MMA) and BGIS, adhering to AS/NZS 3000.

• Site Electrician Engagement: Engagement of the incumbent site electrician for specific tasks, subject to confirmation by MMA at the time of tendering, to ensure compatibility with existing site electrical systems and procedures. All electrical work performed by any electrician must comply with relevant Australian Standards.

• Cable Trays, Supports, and Finishes: Installation of cable trays, supports, and associated finishes in strict compliance with Melbourne Market Authority's specific requirements and all relevant Australian Standards, ensuring a neat, organized, and aesthetically aligned layout consistent with the Warehouse's existing infrastructure.

• Light Fitting Relocation: Careful relocation of existing light fittings in areas directly impacted by the fan installations, ensuring continued adequate illumination and compliance with relevant lighting standards (e.g., AS/NZS 1680 series - Interior and workplace lighting).

Electrical Works & Control Systems:

• Building Management System (BMS) / Direct Digital Controls (DDC) Integration: Seamless integration of the Big Ass Fans with the site's existing BMS/DDC system. This includes:

  • Provision and configuration of all necessary hardware and software for front-end PC interface, graphical representation of the fan system, field devices (sensors, actuators), comprehensive monitoring of fan status and performance, remote control capabilities, set point adjustments, alarm notifications, secure web-based access for authorized personnel, programming of control sequences, and thorough client training on system operation.
  • Ensuring fans are capable of local control at designated switchboards for maintenance purposes and centralized control via the BMS in automatic mode for optimal energy efficiency and ventilation management.

• Mechanical Services Electrical Works: Execution of all electrical works directly associated with the mechanical ventilation services, including:

  • Installation and wiring of mechanical services switchboards, appropriately rated circuit breakers, all required power and control cabling, and cable trays/conduits in accordance with AS/NZS 3000.
  • Implementation of fire mode alarms and plant shutdowns, with seamless interface to the local Fire Indicator Panel (FIP) through coordination with the incumbent dry fire contractor, ensuring compliance with AS 1670.1 (Fire detection, warning, control and intercom systems - System design, installation and commissioning).

• Trade Coordination: Proactive and effective coordination with all other trades involved in the project to ensure seamless integration of all electrical wiring and control system components, preventing clashes and ensuring efficient project delivery.

Commissioning & Handover:

• System Commissioning: Comprehensive system commissioning, rigorous testing of all components and functionalities, and final system activation to verify full operational efficiency and adherence to design specifications and performance criteria. Commissioning shall be performed in accordance with relevant Australian Standards and industry best practices.

• Documentation Submission: Submission of a complete handover package including:

  • Accurate As-Built drawings in both AutoCAD (DWG) and PDF formats, reflecting the final installed configuration.
  • Comprehensive maintenance manuals detailing system operation, maintenance procedures, troubleshooting guides, and component specifications.
  • All applicable manufacturer warranty documentation for the Big Ass Fans and associated equipment.

• Defects Liability Period Maintenance: Execution of routine maintenance as required during the specified defects liability period to address any performance issues or defects that may arise.

• Client and Occupant Training: Provision of thorough training to designated Melbourne Market Authority personnel and relevant occupants on the ongoing operation and basic maintenance of the installed fan system and BMS interface.

• Certificate of Compliance: Issuance of a formal Certificate of Compliance, signed by the engaged Consultant, verifying that all works have been completed in full compliance with all applicable regulatory requirements, Australian Standards, and contractual obligations.
