Tender Description

This Tender is invited by the Issuer.

Objective

Assisting the Department fulfil its obligations under the Public Governance, Performance and Accountability Rule 2014, the Financial Integrity Branch Integrity Strategy 2023-2027 and the Departmental Fraud Plan by identifying non-compliance and fraud in the Early Childhood Education and Care sector by supporting the Branch to develop a whole of system and data-driven approach to identifying Child Care Subsidy financial integrity risks and progress the systems already developed within the program.

Work to be undertaken

  • Continue the development of risk indicators and risk score methodology
  • Developing knowledge of childcare quality of service and safety standards through data analysis.
  • Continue the development of existing risk identification and investigation tools and provide advice on the creation of additional tools.
  • Developing a communication strategy with the Risk Strategy Intelligence capability to inform of emerging risk and priorities.
  • Provide support for the development of a targeted campaign identification and automation capability.
  • Technical support to incorporate technical capability into the proposed SAS IMS platform.
  • Developing compliance intervention strategies to address potential breaches of National Law.
  • Finalise the creation of the Random Sample Parent Check (RSPC) model.
  • Provide quantitative and qualitative information and intelligence to support discussions with internal and external stakeholders.
  • Improved delivery of data extraction capability for internal and external stakeholders.
  • Develop governance processes that include frameworks, documentation and diagnostic tools.
  • Provide a communication strategy and delivery program to support Regulatory Operations Branch with case selection capability and metrics.
  • Transfer of procedural, process and product knowledge to Departmental staff to enable assumption of control and expansion of capability.
  • Provide coding, best practice, machine learning, and statistical capability development for Departmental staff.
  • Provide other ancillary support to the Branch and Department to enable improved data analytics capability.

Conditions of Delivery

  • The Seller will provide specified personnel to full time basis to undertake the work. Personnel may be replaced or supplemented with the Buyers approval consistent with clause 10 of the Master Agreement.
  • The Seller must provide the Buyer with monthly reports within 5 business days of the end of each calendar month from October 2025 until June 2026. Each report must provide detailed information of

  • Planned activities to be undertaken in the following month
  • Tasks and phases to be completed in the following month

Entitlement to payment will be dependent on the acknowledgement by the Assistant Secretary, Regulatory Policy and Strategy Branch of the satisfactory delivery of the anticipated work to date.
