Federation University is seeking to engage a qualified and experienced Building Surveying company to deliver comprehensive Essential Safety Measures (ESM) auditing and compliance services across all university campuses, including Gippsland, Ballarat, Berwick, Melbourne and the Western campuses (Horsham, Ararat, and Stawell) across all university campuses, including Gippsland, Ballarat, Berwick, Melbourne and the Western campuses (Horsham, Ararat, and Stawell).

The successful provider will operate under the general direction of the Associate Director, Project and Asset Services and collaborate regularly with campus Facilities Managers. Services will include:
• Inspection and Compliance Auditing:
Conduct routine inspections (including quarterly and annual) of all ESMs across all buildings, ensuring compliance with the Building Code of Australia, Australian Standards, and other regulatory frameworks.
• Reporting and Documentation:
Provide detailed building-specific reports with compliance findings, performance assessments, and recommended remedial actions. Prepare and issue Annual Essential Safety Measures Reports (AESMRs) for all applicable buildings.
• Contractor Oversight:
Audit the performance of existing fire services and HVAC maintenance contractors. Arrange and coordinate quarterly compliance meetings with relevant contractors and university representatives. Provide expert advice on contractor performance, non-compliance issues, and required corrective actions.
• Consultancy and Technical Advice:
Provide ongoing technical support and regulatory advice, including interpretation of Building Code requirements, alternative solutions, and fire engineering strategies. No additional fees will apply for general consultancy services within scope.
• System Interface Testing:
Oversee and witness integrated shutdown testing of mechanical and fire systems, including HVAC response and essential/non-essential power interruptions. Document all outcomes, record any non-conformances, and identify required remedial works
• Mechanical Fire Mode Shutdown Testing:
Coordinate and conduct complete shutdown tests of mechanical and fire systems, including essential/non-essential power interruption tests and HVAC system response. Document outcomes, list non-conformances, and identify required remedial works.
• System Interface Testing:
Oversee and witness integrated shutdown testing of mechanical and fire systems, including HVAC response and essential/non-essential power interruptions. Document all outcomes, record any non-conformances, and identify required remedial works.
Mandatory site visits will be held at the Mt Helen, SMB, Berwick, and Gippsland campuses. Tenderers are required to meet at the Property & Infrastructure Office’s as per below:
- Berwick Campus 9am Monday 11th August (building 903, ground level)
- Gippsland Campus 1pm Monday 11th August (building 3W, room 245)
- Mt Helen Campus 9am Tuesday 12th August (building S, room 103)
- SMB Campus 1pm Tuesday 12th August (Buildng E, ground level)
Attendance must be registered via the tendering portal, as outlined in the tender documentation.
Should Federation University choose to shortlist vendors, they may be required to deliver an onsite presentation. This is anticipated to take place on 24 September 2025. The building, room number, and time will be confirmed upon shortlisting.
Presentations will be held at our Berwick Campus, Clyde Road, Berwick, and attendance will be required.
All documents including the Schedule of Rates, Tender Response Document Part 1 and Part 2, copies of current certificates and mandatory requirements must be addressed to be deemed as a conforming submission.
