The Shires of Mansfield, Murrindindi, and Strathbogie, and Benalla Rural City Council are partners in a shared services collaboration program (CODI) seeking to transform their operations and replacing a number of out-of-date systems. CODI is a part of the state government Rural Council Transformation Program initiative. This RFT seeks to expand on the overall process footprint to be improved by the program of works with inclusion of Health and Wastewater (HWW) process improvement.

Mansfield Shire Council is acting as an agent on behalf of the four councils in the CODI initiative under a Memorandum of Understanding and as such presents this RFT on behalf of the four councils. Each of the councils are represented from the CEO level and have equal voting rights.

We are seeking to engage the services of an experienced and qualified vendor to provide a system to meet the HWW requirements of the four councils. The requirements provided in this RFT have been collated from consultation with subject matter experts from each council.

Tenderers to this RFT will need to demonstrate and provide supporting details that they are capable of providing the solution sought here and have done the same or similar in the past. The preferred timing to complete this work is no later than June 2026.
