Tender Description
This Request for Tender (RFT) is for the provision of Two-Way Radio equipment at the Melbourne Markets site in Epping, Victoria.
BGIS on behalf of Melbourne Market Authority (MMA), is seeking to engage the services of a professional organisation to maintain all two-way radio equipment at the Epping market site for a period of 5 years. There is also a requirement to provide the licensing subscription for a secure digital channel frequency at the Melbourne Market site.
The objective of these services is to ensure the life cycle of all two-way radio assets are maximised, providing continuity and reliability of the critical communication system year round.
The service provider shall ensure all maintenance is carried out on site & in accordance with relevant Australian Standards, legislative requirements and manufacturers specifications –
- Citizen Band Radio Stations Class Licence Rules 2015
- Radio Communications Act 1992
- Manufacturer’s Instructions/Specifications
Digital Frequency Channel Licence – The service provider is responsible for ensuring the market has the exclusive licences for two active secure digital channel frequencies fundamental to the market’s operations. The channels must have a bandwidth range to effectively cover the market area. The channels must be registered with the Australian Communications & Media Authority (ACMU) as a ‘Citizen Band Radio Station Licence’
Serviceable Equipment List – The service agreement applies to the maintenance of all two-way radio equipment, including firmware updates.
Maintenance Requirements - The service provider must develop and deliver a comprehensive preventative maintenance plan (for 5 years) to achieve the required operational outcomes for the site. The maintenance plan shall include the primary tasks detailed for the service as well as any other works required to maintain, back-up and protect the system to an appropriate level. The service provider shall also provide periodic condition reports for all assets in conjunction with any maintenance reports.
The submission must also include consignment stocks to be on-site ready to be used when there is a failed two-way radio, battery, antenna or any other item that is managed by the provider.
