Tender Description

The scope of the project includes:

  • Delivery and installation of specified furniture, blinds, joinery, electrical and building works
  • Implementation of new layout
  • Disposal of specified furniture, superseded cabinetry / joinery
  • Carpet patching where required
  • Wall and ceiling patching where required 

Include YPRL expectations

General

All dimensions to be verified on site prior to commencement of work.

Do not scale from drawing. Use marked dimensions.

Seek clarification from the client immediately should there be of any discrepancies in, or conflicts between documents.

Refer to YPRL RFT documentation for contract and supplier conditions.

All building works are to be completed in accordance with the Building Act 1993, Building Regulations 2006, and relevant Building Code of Australia 2016.

Costing Notes

Contractor to submit a fixed cost for the works scoped in this set of documents.

Any allowances are to be clearly highlighted and included in contract as provisional sums.

Where no specification is supplied Contractor is to make allowance for fixture, fittings, and materials, which are fit for purpose.

Construction Program

Contractor to provide guide construction program as part Tender. This is to include lead times for furniture.

Contractor to supply updated construction program within a week of the contract being awarded

Construction program is to be regularly updated and tabled at each site meeting.

Site Conditions

Contractor to inform themselves of all site conditions prior to tendering. Any matters the contractor did not draw to attention prior to awarding the contract and which may have reasonably been foreseen will not relieve the contractor of responsibility to complete the contract without any additional cost.

Site Setup

Library will be in operation for the duration of the works and open to the public Builder to use public toilets in foyer.

Contractor to propose site set up diagram including locations for any skips.

Refurbishment contractor to protect all shelving, books and furniture retained on site for the duration of the works.

Community Room and Study Room will be closed for the duration of joinery works.

Services provided to the site by the client Power.

Existing Services

Services shown on architectural drawings are assumed.

Any redundant services are to be terminated and made safe.

Current services are to be maintained, unless noted to be made redundant in drawings.

If any services require temporary disconnection this is to occur out of hours to minimise disruption to the operation of the library.

Permits and Fees

Generally, Contractor to organise and pay for any permits and statutory charges required to complete the works. If exact costs are unknown contractor to submit specific allowances as part of their tender.

If required, a building permit will be supplied by the client.

Manufacturer’s Instructions

Work involving manufactured items and materials are to be installed or used in accordance with the manufacturer’s instructions to not void warranties.

Occupational Health and Safety

Refer to Section 9 in Tender Response Form.

Hazardous Materials

Contractor to inform the client immediately if unknown hazardous materials are identified on site beyond what has been identified in any supporting documentation and noted on drawings

Working Hours, Noise and Nuisance

Contractor to comply with working hours stipulated in the City of Banyule ordinances + EPA noise omission guidelines.

Contractor’s Access

Access to the site is via south driveway off Ibbotson Street.

Skip can be located in the mobile library bay on Ibbotson St near the community room for a period of 24hrs only. Any council permit requirement will be managed and paid for by the contractor.

No designated Contractor Carparks to be provided.

Contractor’s Representative

Contractor is to nominate one representative as the main point of contact. They are to be accessible by phone/e-mail during working hours and fluent in English and technical terminology.

Security, Protection and Temporary Fencing

Contractor to maintain security to the two area of works from both the library and externally.

YPRL to provide contractor with key access.

YPRL/ City of Banyule are responsible for informing the public and providing temporary signage describing changed access conditions if any.

Protection of Property

All existing furniture, equipment, surfaces, services, fixtures, books, and bookshelves to be retained are the responsibility of the contractor to protect during the works.

Site Cleaning & Making Good

On completion of the work the entire area of the works and any other areas impacted by it including outside of the site should be thoroughly cleaned and all temporary works removed.

Any damage to existing structure, services, and finishes occurring during the works must be made good. This includes patching floor to match existing where floor penetrations made for services.

Any damage to completed work must be made good.

Demolition

All demolition works are to be completed in accordance with Building Regulation 607 and AS2601-2001. Any furniture, fixture, or joinery, captured on architectural drawings as redundant to be disposed of by the builder.

Samples & Shopdrawings

Contractor to supply upholstery samples and joinery shop drawings for approval prior to commencement of works.

Electrical

Tenderers to allow for electrical works including decommissioning, reticulation to new joinery and furniture locations, soft wiring to furniture, and any refitting works.

Contractor to make good any surfaces or finishes impacted by electrical works.

Notes on plans for reticulation are from the Architects assessment. Scope is defined in Ontec scope V1.0 16/07/25 of works are included as part of the tender.

Hydraulic

Related works to the two kitchenette benches we are upgrading including new Boiling/ Chilled water units and sinks/ taps.

Disconnecting the existing pump/ water feature in the Japanese garden. Dispose of and make good.

Joinery

Contractor to supply/install all joinery within Joinery Schedule and Drawings unless noted otherwise.

Supply the following shopdrawings for client sign-off:

  • Made-to-order items
  • Study carrels

Supply the following samples for client sign-off:

  • All finishes

Furniture

Contractor to consider lead up times when programming commencement of works.

Works to be undertaken by the Contractor include but are not limited to:

  • Supply and installation of furniture within Furniture Schedule unless noted otherwise. Installation to include unwrapping, positioning per proposed layout, and disposal of packaging and waste.
  • Soft wiring is the responsibility of the contractor.

JAPANESE GARDEN

The contractor is to include a provisional sum of $5,000 for maintenance works in the existing Japanese Garden.

This will include recommissioning the exiting irrigation system and tidying up plants and landscape surfaces.

Decommissioning existing pump will by electrician.

Works By YPRL

 YPRL are responsible for decanting the area of work of loose stationery, papers, brochures, and computers prior to builder taking possession of site.

  • YPRL to source and organise installation of community room touch screen and smart TV .
