Proposals are sought from suitably qualified and experienced tenderers to deliver the Lower Mt Emu Regional Flood Investigation. This investigation will map flood risk for a 226km long portion the Mt Emu Creek floodplain downstream of Skipton to the confluence of Mt Emu Creek with the Hopkins River.
In broad terms this flood investigation must deliver:
- a comprehensive suite of “climate change ready” flood risk mapping and intelligence outputs for strategic and statutory land use and development planning and flood emergency response planning; and
- assessment of flood warning/alerting arrangements and potential for improvement; and
- estimation of the potential economic impact of occurrences of present-day design floods ranging from the 20% AEP to the 0.2 %AEP; and
- estimation of the potential economic impact of 1% AEP floods occurring around the year 2100, accounting for the effect of increased rainfall intensity that could arise if the global emissions trajectory follows either the SSP3-7.0.0 trajectory or the SSP5-8.5 trajectory (ie estimate damages that could arise as a consequence of both scenarios; and
- Pre-feasibility assessment of structural flood mitigation options.
A reliable flood-risk model for the floodplain of the Lower Mt Emu Creek south of Skipton to its confluence with the Hopkins River is the core project output. The mapping produced from this model must be suitable as a basis for amendment of the Corangamite, Moyne, Pyrenees, and Ararat Rural City planning schemes.
