Murray-Darling Basin Authority (the Customer) is seeking submissions for the provision of the services (the Requirement) as described in this ATM comprising:
- this CCS ATM, including the Statement of Requirement
- the CCS ATM Response Form
- the CCS ATM Annexes (if any)
- the Commonwealth ATM Terms
- the Additional Contract Terms (if any)
- the Commonwealth Contract Terms
- the Commonwealth Contracting Suite Glossary and Interpretation.
Services Required
The Murray-Darling Basin Authority (MDBA) is seeking specialist engagement services to contribute strategically to the planning and execution of a public consultation process for the Basin Plan Review in 2026. The public consultation will run for a minimum of 12 weeks and a maximum of 16 weeks.
This includes providing advice on the approach, designing and facilitating engagement activities, developing materials to support engagement activities, providing event support and capturing feedback, and report writing.
The consultation process is designed to engage a broad range of stakeholders including Basin communities, peak stakeholder groups, industry, government (local, state/territory and Australian), science and research communities, environmental groups and First Nations peoples.
There are 3 complementary components of the consultation process:
i. Face-to-face engagement (including in-person or live digital events – webinars or online): real-time interactions with stakeholders to generate a deeper understanding of the issues, answer questions and explain the submissions process. Examples include: webinars, Basin Leadership Summit, facilitated roundtables, and community drop-in sessions.
ii. Submissions process – a self–directed way for individuals or organisations to provide feedback at a time that suits them. This includes written submission or online survey or via an engagement platform, email or mail.
iii. First Nations engagement – A dedicated First Nations engagement process is already underway to ensure the voices, perspectives and knowledge of First Nations peoples are meaningfully included in the review, through culturally appropriate and tailored approaches that reflect their unique needs, rights and connection to Country and water.
The focus of this procurement is primarily the face-to-face engagement and Basin Plan Review Public Consultation Full Report. The supplier is required to support the delivery of face-to-face engagement activities:
a) Webinars
b) Basin Leadership Summit
c) Roundtables – online format
d) In-person community roundtables (North Basin)
e) In-person community roundtables (South Basin)
f) Community drop-in sessions (North Basin)
g) Community drop-in sessions (South Basin)
