Tender Description

Development Victoria (DV) is seeking responses to this Expression of Interest (EOI) for the Waurn Ponds Station Precinct project (Project)

This EOI is seeking to identify potential Builder Partners who have the capability and capacity to design and deliver medium density homes.

Bidders are invited to submit an expression of interest (Response) in accordance with the terms and conditions set out in the EOI document.

The opportunity

This EOI is the first phase of a two-staged market process that seeks to identify a shortlist of Builder Partners who will be invited to participate in subsequent Request for Proposals (RFP) to design and deliver affordable, energy efficient homes on lots ranging between c. 115m² to c. 350m². Respondents seeking to be successful in the EOI shall be suitably qualified in their ability to deliver turnkey solutions for design and construction of residential housing in the Geelong region, with demonstrable capacity and capability in providing high quality, value for money and reliable delivery on behalf of Development Victoria.

Homes delivered as part of this project are to be designed and constructed by the builder to NCC-2022 standards and flexible to suit varying site conditions and layout conditions. Final requirements will be provided to shortlisted respondents at various RFP stages. Works will comprise a minimum of Class 1 and Class 10 building construction. Contract conditions applicable to design and construct services for the delivery of homes will be a AS4300 Design and Construct Contract (modified). This form of contract will be provided to shortlisted Respondents at the RFP stage.

The design and construction services undertaken will broadly comprise:

a) Preparation of an electronic title boundary, feature and level survey by a licensed land surveyor.

b) Obtainment of a geotechnical (soil) report for the site.

c) Development of site-specific design approach in consultation with Development Victoria.

d) Obtain all required Planning and Building permits for the project.

e) Arrangement of all service connections

f) Turnkey construction delivery including all site works and landscaping.

g) Handover and Practical completion requirements.

h) Attendance and rectification as required during the Defects Liability Period.

i) Satisfaction of Final completion requirements.

Respondents must hold a minimum of a current registrations as Domestic Builder Unlimited through the Victorian Building Authority (VBA). With minimum OH& requirements outlined in Schedule 2.
