Tender Description

Statement of Requirements

The Financial Management and Claims Assurance Branch within the National Emergency Management Agency (NEMA) seeks specialist financial accounting expertise to support its operations. The requirement is for a financial accounting technical expert with substantial experience to provide services for one to two days per week, possibly more during busier times in the financial year. This support is necessary to address complex financial accounting matters where existing NEMA staff do not possess the requisite technical skills.

The scope of services includes:

1. Technical Financial Accounting Support

  • Provide expert advice and resolution on complex financial accounting issues.
  • Assist with interpretation and application of relevant accounting standards and policies.
  • Quality assurance of financial statements and associated reconciliations and workpapers.

2. Process and Procedure Development

  • Support the continued development and refinement of financial processes and procedures to align with better practice.

3. Specific Areas of Assistance

The expert may be required to provide support in the following areas:

  • Asset Management: Including data entry and reconciliation within the SAP financial system.
  • Lease Accounting: Guidance on accounting treatment and compliance with relevant standards.
  • Appropriations Accounting: Technical support for managing and reporting appropriations.
  • CBMS Reporting: Assistance with monthly and annual actuals reporting in the Central Budget Management System (CBMS).

The successful provider will be expected to work collaboratively with NEMA staff and contribute to building internal capability through knowledge transfer and documentation to processes.
