Tender Description
The Community Refugee Integration and Settlement Program (CRISP) allows Australian communities to sponsor and welcome refugee families to Australia. This Program, enables local groups to provide practical and financial support to refugees, helping them settle into new homes and communities.
The Program aims to achieve optimal settlement outcomes with the help of Australian community members who want to help refugees settle into life in Australia.
The Program involves developing relevant policy and procedural frameworks for the CRISP; mobilising, vetting, training and monitoring Community Supporter Groups (CSG) supporting refugees to engage in CRISP; promoting and raising awareness of the CRISP; and monitoring and reporting on participants' settlement and integration outcomes.
The Program will allow Refugee category visa holders, who are yet to enter Australia, to be matched with a CSG that will provide wraparound settlement anf integration support for the first 12 months after arrival.
The Department of Home Affairs (Department) invites interested parties to submit Tenders in accordance with this RFT for the goods and/or services described in the Statement of Requirement in Attachment A.

Conditions for Participation:
1. The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied the resulting order.
2. The Tenderer, its personnel and any subcontractor proposed in its Tender must not be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth).
3. The Tenderer, its personnel and any subcontractor proposed in its Tender must not be named in the consolidated list referred to in Regulation 40 of the Charter of the United Nations (Dealing with Assets) Regulations 2008 (Cth).
4. The Department will exclude a response from further consideration if the Tenderer does not meet the following conditions for participation:
i) the Tenderer holds all Valid and Satisfactory Statements of Tax Record required for its entity type; and
ii) the Tenderer holds all Valid and Satisfactory Statements of Tax Record required for its entity type of any first-tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive).
5. The Tenderer must be a single legal entity that exists at the Closing Time.
Timeframe for Delivery:
Initial Term consists of:
a) Transition-In period commencing 4 May 2026; and
b) the initial service delivery commencing on 1 July 2026 and ending on 30 June 2029.
Options to extend: Further periods as determined by the Department up to a total of two (2) years in duration.
