Please Note: Defence Housing Australia (DHA) is not required to comply with the Commonwealth Procurement Framework, including the Commonwealth Procurement Rules (CPRs). DHA is not a prescribed corporate Commonwealth entity for the purposes of the CPRs under Section 30 of the Public Governance, Performance and Accountability Rule 2014. Given this, other aspects of the RFT and tender process, may not (and are not required to) be consistent with the CPRs. This RFT is issued through AusTender to leverage a convenient and efficient tendering platform, and provide notification of the opportunity to suppliers.
Defence Housing Australia (DHA) invites responses to this Request for Tender (RFT) for the provision of Victoria Safety Compliance Inspections or remedial works to be carried out in accordance with these Conditions of Tender.
Maintenance Services include Safety Compliance Inspections or Remedial Works to align with the Regulatory Compliance Obligations of the Victorian Government and associated Australian
Standards. These requirements are identified as:
(a) smoke alarm compliance;
(b) gas safety check;
(c) electrical safety check; and
(d) Remedial Works identification to deem a property compliant.
Compliance Inspection of Switchboard
• Visual inspection to identify any exposed live parts or loose/defective wiring. Where this is identified immediately contact DHA, from site, for work order to rectify.
• Visual inspection for vermin activity. Remove any nest material or debris. Seal any access points.
• Visual inspection for asbestos material. Where this is identified immediately contact DHA, from site, for work order to be raised, to be removed by licenced removalist.
• Inspection and testing of main earth. If damaged or missing immediately contact DHA, from site, for work order to rectify.
• Inspection for rewireable fuses. Where this is identified immediately contact DHA, from site, for work order to replace with combined circuit breaker/safety switch.
• Inspection and testing of safety switches/RCD to all power/lighting circuits for correct operation, including correct Amp rating.
• Inspection and testing of all wiring for compliance.
• Visual inspection for recalled electrical cable. Where this is identified contact DHA, from site, to advise.
• Visual inspection of switchboard box for signs of corrosion, water ingress, loose hinges and catches. Where this is identified immediately contact DHA, from site, for work order to rectify.
• Any other compliance requirements for Inspection of Switchboard checks that are required under current legislation.
Electrical Safety Checks
• Visual inspection of all internal and external power outlets, light switches, light points, connection points, tv antenna points, telecom outlet points and the like. Noting cracked or broken fixtures.
Where cracked or broken outlets identified, immediately contact DHA, from site, for work order to rectify.
• Visual inspection of all internal and external electrical fixtures e.g. ceiling fans, exhaust fans, range hoods and the like. Where cracked or broken outlets identified, immediately contact DHA, from site, for work order to rectify.
• Visual inspection of all internal and external landlord supplied appliances.
• Check stabilisation brackets and restraining chains on stoves/cookers.
• Check for faulty appliance cables/leads and plugs.
• Test earth continuity and/or earth loop impedance (including fittings, fixtures, appliances, and main earth).
• Test power outlets, light switches, light points for polarity.
• Check load centre labels, ensure they align with the correct designated circuits.
• Visually check roof space from access hole for illegal, faulty, or exposed wiring (including junction boxes).
• Check smoke detector location and installation, test audible alarms.
• Undertake a full test of all RCDs, record Trip Current and Trip time.
• Check for hazardous or dangerous wiring or equipment.
• Provide a Certificate of Compliance to AS/NZS 3000 Electrical Installations – Wiring Rules (Appendix E: E3.3).
• Any other compliance requirements for Electrical safety checks that are required under current legislation and any other industry requirements.
Smoke Detector Safety Check
• Check operation of smoke detector by pushing the test buton.
• If smoke detector is not functioning, is past its recommended replacement date, is less than 2 years to recommended replacement date, the smoke detector is to be replaced with a photo electric smoke detector.
• Check expiry date of smoke detector. This will be the manufacturers recommended replacement date identified on the unit.
• Clean smoke detector by lightly brushing to remove dirt, dust and insects. Vacuum to remove any residual dirt, dust and insects. Wipe over smoke detector with soft cloth sprayed with disinfectant.
Do not spray directly on to smoke detector.
• Check hardwired smoke detectors operate when power supply is interrupted.
• Carry out earth loop and polarity test of smoke detector circuit.
• If 9 volt alkaline battery installed, replace with a 9 volt, 10 year, lithium battery. Check operation of smoke detector, after installing new battery, by pushing the test button.
• Ensure smoke detectors are interconnected.
• Take a decibel reading to ensure detector is compliant.
• Assess the location of each smoke detector to ensure compliance.
• Provide a report to DHA.
• Provide a Certificate of Compliance to DHA.
• All work to be carried out as AS3786 - 2014 and any other applicable legislation, regulations and codes. Smoke detector safety check
