Tender Description
The City of Stirling (Principal), requires a Contractor to undertake the necessary upgrades, replacement and installation of Access Control systems, including, software implementation and software licence provision. These are detailed in the tender documents to improve the assets condition, function and also address security and legislative and standards compliance requirements relating to the works at the following listed locations.
The four (4) locations are:
1. City of Stirling Administration and Civic Building: 25 Cedric Street, Stirling WA 6021
2. City of Stirling Operations Centre: 16 Natalie Way, Balcatta WA 6021
3. City of Stirling Animal Care Facility: 15 Natalie Way, Balcatta WA 6021
4. City of Stirling Meals on Wheels: 97 Delawney Steet, Balcatta WA 6021
The Principal owns and operates an Administration and Civic building, and, Operations Centre including an Animal Care Facility and Meals on Wheels building. It is anticipated that works on site will start by late January 2026 and reach completion by early May 2026.
The Principal may bring forward the works depending on an earlier approvals process.
Software License
Upon Practical Completion, the ownership of the software license shall be transferred from the Contractor to the Principal. The Contractor shall organize for the transfer of the licence. The Principal requires a one (1) year software licence from the date of Practical Completion.
Integriti Certifications Requirement
In order for the Principal to fully assess the received tenders, the tenderer should demonstrate employing a minimum of two current, Integriti Advanced Certified Technicians. The names of technicians and qualifications that will be doing the work at the City of Stirling, shall be supplied as part of the tender response, accompanied with copies of their Integriti training certifications.
Information Technology Requirement
Shortlisted Tenderers will undergo detailed security review based on the responses provided in the tender. As part of this review, the Principal may also perform a basic security scan of the tenderer’s online services using UpGuard, a third-party risk management tool.
Basis of Contract Award
The Principal intends to award a contract to one (1) Respondent.
Mandatory Briefing / Site Inspection
Location: City of Stirling - Administration and Civic Building - 25 Cedric Street, Stirling WA 6021.
Date: Tuesday 15th July 2025
Time: 9:00 AM (AWST)
The Mandatory Briefing will provide Tenderers with the opportunity to clarify any uncertainties about the IFT prior to the Tender Deadline. No pre-registration is required as signing of the attendance register will take place at the Briefing. Sub-contractors, sub-consultants and tradespeople are welcome to attend the Briefing also.
