GIS System Replacement

⁠⁠⁠Indigo Shire Council are requesting proposals for the provision of a GIS solution and associated implementation and support services (including data loading, configuration, customisation, integration and other professional services).

Indigo Shire Council is seeking a Supplier who:

• Will provide a contemporary and functionality rich solution that meets the needs of Indigo Shire Council across a range of devices, anywhere and anytime, including where no internet access is available.
• Is capable of rapid delivery and implementation, whilst working collaboratively with Indigo Shire Council.
• Has a breadth of relevant professional services capabilities to ensure a high-quality solution.
• Can provide mature post-implementation services such as training, support and maintenance and other relevant professional services.
• Has a clear and documented roadmap for the development and continual improvement of their product

Indigo Shire Council is seeking to achieve the following business benefits from the project

1. Implementation of a reliable, effective, efficient and agile GIS Solution, which best meets Indigo’s current and future business requirements, including all Australian and Victorian Government compliance requirements and obligations.

2. The Council seeks a solution that enables viewing and analysis of GIS data when Internet connectivity is unavailable. The solution must be able to be used anywhere and anytime on any Council device (laptop, tablet or phone) 24*7.

3. The new system must have the capability to directly access Vicmap as a Service (VaaS) to seamlessly integrate spatial infrastructure with Vicmap and access near real-time data and updates.

4. Ability to seamlessly integrate with a wide range of other systems (CouncilWise Rates and Property, Univerus - Unity Assets & Works, Greenlight (Planning and Building), Content Manager Document Management, SharePoint Intranet, Merit CRM, and Granicus Open Cities Public Website) and data providers (e.g. Vicmap as a Service, Aerial Imagery) to improve efficiency, services, transparency, and decision making, using standard industry protocols.

5. A strategic partnership with a financially viable and established industry software provider who can provide technical support, training and expertise to assist configure, expand, maintain and support the product suite.

6. Lower costs to maintain, upgrade and support the business systems by, in part, Cloud solutions.
