Tender Description
DCJ seeks to appoint a panel of NAATI qualified service providers for a three-year contract, which may be extended for a further two years.
Project goals
The purpose of the Language Services Panel is to enable DCJ to provide NAATI-qualified language services to support people interacting with DCJ services via a streamlined service delivery model for all DCJ business centres.
DCJ aims to ensure that people with limited or no English language proficiency can access DCJ services and programs; and that clients can understand and comply with processes to ensure uptake of and access to DCJ services.
The Panel is designed to achieve the following goals:
- Develop a consistent, integrated and accountable approach to language services across DCJ.
- Provide quality and accessible language services for DCJ clients.
- Facilitate equitable access to DCJ services for multicultural clients and communities, and for people who are deaf, hard of hearing, blind and have low vision.
- Ensure procedural fairness, value for money and compliance with the DCJ procurement policy.
- Enhance data mapping for informed future planning and expanded language support services.
Scope
The scope of DCJ Language Services Panel is to increase the reliability of language services to enhance access to a broad range of support options. The Language Services Panel will enable DCJ to engage in meaningful two-way communication with a diverse range of clients in their preferred language or communication method.
This procurement is available for language service providers with demonstrated expertise in spoken language interpreting and translation, Auslan interpreting and translating, deaf interpreting and translating, and Braille and Easy Read services. Service providers must demonstrate experience in delivering language services within DCJ-related settings or similar settings, and for individuals with specific communication needs. This procurement is also open to interpreter services to facilitate engagement with Aboriginal and Torres Strait Islander communities.

The requirements of the service providers include, but are not limited to:
- Increase accessibility and inclusivity of DCJ services to clients who require language services.
- Enhance access to a broad range of community languages and other support options such as translation, interpreting, alternative formats of communication including Auslan-English translation and interpreting, deaf interpreting and translation, Braille and Easy Read services.
- Drive consistency in qualifications, proactive training, remuneration, service quality, and working standards for language service providers.
- Enhance the capabilities of language service practitioners when operating in DCJ related contexts, e.g. legal, court and domestic violence settings.
- Increase use and adoption of technology, virtual service delivery and other technologies.
- Increase language services coverage to regional, rural and remote areas.
- Streamline internal administration and more closely aligning with DCJ policy and standards.
- Strengthen the quality assurance, confidentiality and reporting expectations.
