Dental Health Services Victoria - Background

1.1 DHSV is the lead public oral health agency for Victoria. Our service is strongly committed to providing high quality, safe and accessible oral health care to all eligible Victorians. DHSV provides this care through the Royal Dental Hospital of Melbourne (RDHM) and by purchasing dental services from more than 45 community health agencies throughout Victoria. Smile Squad

1.2 Smile Squad is the Victorian Government’s free school dental program. It delivers free, high quality dental care and oral health education to all government primary and secondary school students across the state (approximately 650,000 eligible students). Population Health

1.3 DHSV works in partnership with community groups and organisations to achieve sustainable oral health outcomes for Victorians. Our programs, including Smiles 4 Miles and Healthy Families, Healthy Smiles, focus on communities with greatest need and aim to reduce factors that may negatively affect their oral health. This includes the provision of toothpaste and toothbrushes to children, their families and other groups at higher risk of poor oral health.

2 Procurement overview

DHSV invites suppliers to submit a response for the supply and delivery of, toothbrushes, toothpaste, and compact packaging as described in the Scope of Service section of this document. The toothbrushes, toothpaste and packaging form part of the “oral health pack” that is provided by DHSV free of charge to all children in Victorian government primary, secondary and specialist schools as part of the Smile Squad program and other DHSV Population Health programs. DHSV is looking to appoint a preferred supplier to supply toothbrushes, toothpaste and packaging. Suppliers are invited to participate in this tender only if they have the capacity to supply all three products.
