Swan Hill Rural City Council (Council) is seeking expressions of interest (EOI) from suitably qualified and experienced contractors for the proposed construction of a new mooring platform along the Swan Hill riverfront as detailed in Part A2 – Overview of Requirements.

This EOI has been prepared to assess the ability of prospective respondents (Respondents) to undertake the required works so a shortlist of Respondents can be selected to proceed to the Request for Tender (RFT) stage of the procurement.

Respondents are invited to submit an expression of interest (Response) in accordance with the terms and conditions set out in this EOI.

Background information / Compatibility requirements

Currently, there is very limited and inadequate provision for boats to be moored along the Swan Hill riverfront. To address this, a new mooring platform has been proposed approximately 23-27m downstream of the existing Ten-Steps at Riverside Park, Swan Hill.

The new mooring platform is intended to:

• Provide a safe, accessible, and multi-use facility for recreational boat users.

• Enhance the usability and appeal of the riverfront.

• Improve accessibility to the river in compliance with the Disability Discrimination Act (DDA).

• Support increased recreational activity and community use of this important natural asset.
