Tender Description

The University of Sydney intends to expand its University Infrastructure MCC Panel through a two-stage process comprising an Expression of Interest (EOI), followed by a panel prequalification assessment.

1. UNIVERSITY OF SYDNEY

2. PURPOSE

The purpose of this Expression of Interest (EOI) is to invite suitably qualified and experienced suppliers to submit their interest in being considered for inclusion on the Managing Contractor Contract Panel (MCC Panel). This panel will support the delivery of a range of construction and infrastructure projects under a managing contractor model.

The EOI process aims to:

  • Identify capable suppliers with the capacity, expertise, and resources to deliver managing contractor services
  •  Establish a shortlist of pre-qualified suppliers who may be invited to participate in future tender opportunities
  • Promote fair, transparent, and competitive procurement practices in line with the University's procurement policy

3. SCOPE OF WORKS - MANAGING CONTRACTOR CONTRACT PANEL

The MCC Panel consists of pre-qualified suppliers capable of delivering end-to-end project management and construction services under a managing contractor model. Suppliers engaged through this panel are expected to provide a broad range of services across the full project lifecycle, from the planning phase through to delivery and project completion support. This includes undertaking feasibility studies, cost planning, risk assessments, and design coordination during the planning phase. Panel members are also responsible for developing procurement strategies and engaging with stakeholders to ensure alignment with project objectives.

During the delivery phase, managing contractors will oversee the procurement and management of subcontractors, supervise site activities, and ensure compliance with quality, safety, and environmental standards. They are also required to manage project schedules, monitor progress, and maintain effective communication with clients and consultants. Contractors must demonstrate strong capabilities in contract administration, including budget control, claims management, and performance reporting.

Project completion responsibilities include commissioning, defect rectification, preparation of handover documentation, and support during the warranty period. Panel members are expected to deliver projects that meet agreed timelines, budgets, and quality benchmarks, while upholding ethical and transparent business practices. Engagements will be on a project-by-project basis, and suppliers must be adaptable to varying project scopes, complexities, and stakeholder requirements.

5. PROJECT TIMING

The University will assess EOI responses and invite the Respondents meeting the critical criteria best to participate in the Panel Prequalification process, estimated to start in July 2025.
