The Community Safety Building Authority (CSBA) has been established to design, procure, build, and upgrade the infrastructure needed to keep communities safe.

CSBA provides end-to-end project management and delivery of Victoria’s new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety measures on behalf of the Department of Justice and Community Safety.

Emergency and Fire Services, CSBA

The Emergency and Fire Service teams within CSBA manage and deliver projects on behalf of a number of key emergency service providers throughout the state including Victorian State Emergency Service (VICSES), Life Saving Victoria (LSV), Marine Search and Rescue (MSAR), Country Fire Authority (CFA) and Fire Rescue Victoria (FRV).

Provision of Services

The department seeks the services of a Head Contractor who is registered on the Department of Treasury and Finance (DTF) as a pre-qualified supplier under the New Commercial Construction category to deliver the new CFA Winnindoo Fire Station under the CSBA Fire Services portfolio of works.

This contract of works, including DLP, is anticipated to span two (2) years.

Tenderers will be asked to provide a fee proposal for the CFA Winnindoo Fire Station exclusively. CSBA will review the fee proposal for value for money and sound understanding and capacity to deliver the scope of works. However, as future projects become available and are added to the CSBA portfolio, at the discretion of CSBA, the successful supplier may be approached for a fee proposal should the opportunity be of interest to them.

Summary of Scope of Works

The scope of works will entail the construction delivery of a new Type 1B with 2 motor rooms on the new site located at 1151 Rosedale-Heyfield Road, Winnindoo VIC 3858 in which CFA purchased the site at Part of Lot 1, PS42202.

The new Winnindoo Fire Station shall include:

2 motor rooms, ‘reverse’ functions, 5mx12min size, fitted with motorised Roller Shutter doors

• Meeting room and kitchen

• Brigade office

• Chair store

• Male and female ambulant toilets

• Disabled toilet

• BA area

• Turn-out for male and female members

• Store

• Apron and driveway access

• All required services connections

• Fencing, hose drying and landscaping to council requirements
