The Opportunity

The Department of Jobs, Skills, Industry and Regions (the Department) is firmly focused on driving a strong and resilient economy that benefits all Victorians – by creating more opportunities for people through jobs and skills; supporting businesses and industries to grow and prosper; and building vibrant communities and regions.

Specifications

The Department of Jobs, Skills, Industry and Regions (DJSIR) is seeking vendor responses from Victorian based public and/or private training course suppliers. This will be to provide at least 1000 places in digital training courses to be delivered over the 2 years of the Digital Jobs program (Digital Jobs).

DJSIR is currently proposing to work in a panel arrangement for the delivery of the program. Sub-Contracting arrangements will not be considered, this will however not be extended to the facilitators, teachers and assessors of the courses. The contracted institution is to be ultimately responsible for delivery of the program in every other aspect.

DJSIR requests that prospective delivery partners as per the below outline their capabilities for delivery of these courses.

The program will offer fully subsidised training opportunities in cutting-edge and in-demand digital skills. These skills are critical for innovation and technological adoption in the construction and advanced manufacturing sectors. The program seeks to provide a range of training options to upskill existing workers with critical skills required for innovation and technology adoption. It will also seek to introduce senior leaders to the emerging technologies set to transform their industries.

The target audience for the fully-subsidised training is businesses with under 200 employees.

The successful supplier(s) will be responsible for the design of the course content as well as delivery of the course which may be face-to-face and/or on-line with a trainer/assessor. These suppliers must have the ability to provide courses in digital skills across the advanced manufacturing and/or construction sectors in Victoria.

Digital training can be delivered in the following three formats (DJSIR would be open to alternate delivery models should they be proposed)

1. Intensive skills training for workers: 6-week part-time courses to provide specialist skills critical for innovation and technology adoption

2. Workshops for senior managers and frontline leaders: 1 day or multi-day short courses to introduce leaders to the emerging technologies set to transform their industries

3. Short courses for trades on the tools: half day intensive courses to upskill construction workers in specific technology

The program is seeking part-time training solutions to be delivered online (with in-person elements if required) in the following areas:

• Agile project management

• Artificial intelligence / machine learning

• Building Information Modelling (Revit, AutoCAD)

• Computer aided design/manufacturing (CAD/CAM)

• Data analytics

• Digital marketing

Typically the above courses have been delivered in 6-week periods, however DJSIR is open to other models and timeframes which offer value to the program.

The program is seeking 1 day in-person workshops or equivalent online multi-day courses. These can cover a range of topics that should be relevant to business leaders in advanced manufacturing and construction in the following areas:

• Introduction to AI / cyber / data analytics

• Manufacturing industry 4.0

• Emerging construction technologies

• Enterprise resource planning

• Smart buildings / building lifecycle management

• Digital tools for business management

• Digital tools for project management.

Where the workshop or course is in-person, DJSIR is seeking training solutions that can be delivered in Metropolitan Melbourne and regional Victorian cities.

The program is seeking half day intensive courses to upskill construction workers in the following area.

• Building information modelling (Rivet, AutoCAD) for on-site users

All of the above requirements should not be treated as an exhaustive list. DJSIR would like to hear from prospective suppliers about any industry courses that are in high demand that have not been accounted for in the above. Any offers for such courses will be required to provide evidence of the demand using verifiable data.

The model for program delivery will include the use of vouchers that will be issued by DJSIR. To facilitate this, suppliers should have the capability to accept discount codes in their enrolment systems to reflect the subsidy on offer.
