This Tender is invited by the Issuer.

We are seeking to engage a service provider to undertake discovery work for uplifting the e-Results application. This work will focus on identifying business requirements, technical constraints, and integration needs with existing systems.

Requirements

  • Identify business and technical requirements for the uplift.
  • Assess integration points with existing systems.
  • Document constraints and considerations.
  • Deliver an options paper with recommendations for executive decision-making.

Background:

e-Results is a core application used by the National Measurement Institute to support food safety testing under the Imported Food Inspection Scheme. It enables sample tracking and result reporting to the Department of Agriculture, Fisheries and Forestry (DAFF), and has been in operation for around 20 years. It currently runs on a legacy technology stack, including a Windows Server 2019 application server, SQL Server 2019 database, .NET Framework 4, and IIS 10 web server. The system is now being considered for uplift to meet evolving operational and technical needs.

The e-Results application integrates with the legacy Sample Manager system to exchange data with DAFF and is hosted in the Unclassified network. With Sample Manager being replaced by the Labware Laboratory Information Management System and changes to network security and hosting, e-Results must be updated to remain compatible and secure.

Key constraints and considerations identified so far:

  • Must be hosted in Azure Cloud, in line with our Cloud First principle.
  • DAFF only supports email-based Electronic Data Interchange.
  • The Unclassified Exchange server cannot be accessed from the updated network.
  • Azure and updated network environments are already established and compliant.
  • Setting up Exchange Online in Azure is preferred but resource intensive.
  • Migrating legacy e-Results records is out of scope.

There are two major projects underway that intersect with this work. We’re aiming to have the options and recommendations paper ready by mid-July 2025.

The business owners are based in Melbourne, so some travel may be required for requirements-gathering workshops.
