Sydney Metro seeks an independent Environmental Representative to ensure compliance with environmental and sustainability standards in railway projects, supporting statutory & DPHI assurance processes

Project goals

Sydney Metro is committed to maintaining the highest environmental and sustainability standards across all phases of its projects. A key aspect of this commitment is ensuring compliance with statutory obligations, which is monitored through the independent Environmental Representative (ER) role. This role is mandated by the Planning Approval and integrated into Sydney Metro’s assurance processes, serving both the Department of Planning, Housing and Infrastructure (DPHI) and Sydney Metro.

Sydney Metro has divided the scope of work for SMW Stage 3 into three packages as set out below:

a) Package A: Linewide and TSMO - the works associated with this package include:

b) Package B: Stations Package West (Five Stations); and

c) Package C: Parramatta ISD, Sydney Olympic Park ISD, Pyrmont ISD & Hunter PDP.

Tenderers can bid for one or more of the above packages. Sydney Metro’s intention is to appoint separate ERs to each package, however, this will be subject to market response and at the discretion of Sydney Metro. Appointed ERs will be expected to collaborate across packages, and each must nominate an alternative ER to ensure service continuity.

Scope

The Environmental Representative’s role is to provide environmental representative services to:

• Ensure compliance with statutory obligations under the planning approval and the Environmental Planning and Assessment Act 1979 (NSW);
• Have key responsibilities to both the Department of Planning, Housing, and Infrastructure and Sydney Metro
• Support Sydney Metro’s Environmental Management System, including monitoring, reporting, and assurance activities
• Proactively identify and notify any emerging environmental and compliance risks
• Provide independent expert advice on environmental and compliance matters
