Tender Description

IBAC's current lease at 459 Collins Street expires on 31 January 2026.

Following a detailed investigation of available new premises, a lease with the Landlord (ISPT) was executed on 21 December 2024 for Levels 3 & 4 (5783.3sqm), Casselden Place, 2 Lonsdale Street, Melbourne. Tenancy across the two levels represents an opportunity for IBAC to have greater integration and collaboration amongst its workforce and to achieve fit for purpose design, functionality and future proofing.

The tenancy at 2 Lonsdale Street will need to accommodate not less than 275 staff/work points. Staff / work points will be accommodated across a mixture of open plan and offices and there will be a range of meeting rooms. As IBAC is a law enforcement agency, interview rooms, an examination room, evidence storage room, defensive equipment storage room and a digital forensics laboratory are also required. All works at 2 Lonsdale Street will need to be managed and undertaken in accordance with the Landlord’s Fit-out Works Guide a copy of which is included in this request for tender.

The estimated budget for completion of the project is no more than AUD$15M (excluding GST) which is inclusive of all construction works and consultancy services

IBAC is seeking to engage a consultant to provide Principal Design Consultant and Project Management Services.

Make Good 459 Collins Street, Melbourne

As part of the project, IBAC may also require make good works to be undertaken at its current premises at Levels 1, 2, 3, and level 4 North Tower, at 459 Collins Street, Melbourne. Were these works to proceed, IBAC may engage the selected Principal Design Consultant and Project Management Services via a contract amendment to lead necessary design work and oversee any construction works.
