Tender Description

This Tender is invited by the Issuer.

Medicare Urgent Care Clinics (UCCs) have been established to ease pressure on Emergency Departments (EDs), and improve access to episodic, time-critical urgent services in primary care settings. The Department collects relevant data from UCCs to inform ongoing monitoring and performance of UCC operations, and evaluation of the initiative. Following the receipt of collected data, the supplier will be required to support the department with data validation, data pipeline maintenance and production of reports for monitoring and evaluation of the Medicare UCC program.

As of mid-May, the UCC database collects data from 87 clinics, seeing approximately 20,000 presentations per week combined. It currently stores data for over 1,500,000 presentations. 50 additional clinics will be onboarded throughout the 2025-26 financial year.

The following are the department's requirements of the supplier:

1. Maintenance and finalisation of the data pipeline from Health Data Portal to departmentally managed relational database management system (RDBMS). These services are required on an as needs basis, approximately one day per week. The workload may vary, with occasional periods of increased demand when issues arise.

a. Maintain the UCC data schema in collaboration with the data extraction company.

b. Update business rules to validate data in consultation with the department to ensure the accuracy of provided data.

c. Update and maintain the data pipeline to ingest provided data from the Health Data Portal into departmentally managed RDBMS that:

i. Ensures data integrity and that data provided meets defined UCC dataset schema.

ii. Validates the accuracy of UCC data and provides validation and/or error reporting to relevant stakeholder for correction.

iii. Loads provided data into departmentally managed RDBMS.

2. Facilitate continual data improvement changes as required. Services are required on an as needs basis, aligned with several discrete priorities within the Urgent Care branch.

a. Contribute to backend data improvements in the UCC data ingestion pipeline.

b. Collaborate with the data extraction company to incorporate any data pipeline changes as required.

3. Contribute to ongoing development of data governance processes in connection with the aforementioned requirements up to four days per month. This includes:

a. Supporting the ongoing development of data governance and technical documentation.

b. Upskilling and building capability of relevant Urgent Care Branch staff in the development, use, and maintenance of dashboard and report products.

4. Support ongoing reporting processes as required, including:

a. Production and QA of up to 3 recurring weekly program reports (8-10 pages each), up to one day per week.

b. Production and QA of up to 137 monthly clinic performance reports (up to 15 pages each), up to two days per month.

c. Utilising departmental automated report-generation systems and liaising with internal departmental stakeholders on the appropriate content and formatting.

Note all of the requirements are expected to be conducted in collaboration and under the direction of departmental staff.
